CAO RECOMMENDATION: To consider the proposal by the San Luis Obispo Downtown Business Improvement Association and provide staff with direction for proceeding. DISCUSSION: The City recently received a proposal from the San Luis Obispo Downtown Business Improvement Association (BIA) to create an honorarium wall in the Marsh Street Parking Structure. The purpose of the honorarium would be to recognize special citizens in the community for their outstanding contributions to the downtown. The honorarium would be located inside the Parking Structure on a wall adjacent to the entrance of the new Riley'.s Store (see page 7 of attachment 1) . The suggested wall faces Marsh Street and is 1- approximately eight feet wide and eleven feet tall. The honorarium would provide sufficient space to recognize up to fourteen citizens. Professional artists would be used to create bronze relief sculptures set in granite for each honoree (see pages 4,5, and 6 of attachment 1) , and oversee the development of the honorarium wall. Under the BIA's proposal, it is their intention to take full responsibility for the honorarium project. The BIA would secure funding for the honorarium, oversee the selection process for the honorees, and direct development and installation of the plaques. Prospective recipients of the first plaques for the honorarium include Mr. Bob Corcoran, founder of the BIA, and Ms. Mary Winter, a former employee of the City that worked as a meter maid for many years. Future recipients of the plaques would be awarded as the need arose (the BIA has yet to develop a formal selection process) . The City's responsibility would be limited to allowing the use of the wall and providing the ongoing maintenance for the honorarium (which is expected to be minimal) . Vandalism is not expected to be a major concern given the durability of the proposed materials and the fact that the location is partially enclosed and heavily trafficked by the public. Because many of the specifics of the proposal have yet to be developed, the BIA is only requesting conceptual approval of the i project at this time. A representative of the BIA will be present at the Council meeting to answer any questions regarding the program. FISCAL IMPACT: The BIA estimates that preparing the wall for the honorarium and creating the two initial plaques (for Mr. Corcoran and Ms. Winter) will cost approximately $10,000. These monies, along with the costs for future plaques would be raised by the BIA, resulting in no costs to the City. CONCURRENCES: The Department of Public Works has reviewed the BIA's proposal and determined that the honorarium would not interfere with the operations of the Parking Structure. Riley's Department Store has also been contacted and indicated that they are in support of the honorarium. They are not meant to discourage a wide range of approaches. Hopefully, this proposal will offer a feeling for context, scale and cost...and get the ball rolling. Honorarium A permanent physical tribute offered to those whose services, vision, and congeniality exceed the norm. It is a form of honor paid to those people who have given a sense of place to Downtown San Luis Obispo through their uncommon will, determination, talent and love. These citizens have left legacies in the social and physical fabric of Downtown. Their lives have exemplified the great spirit of community and have made a difference in our - own lives. Where With the near completion of the parking facility at Chorro and Marsh, it was conceived that it might be a place to initiate a permanent honorarium. Other sites might follow. Placement The alcove area at the tower/stairwell has been suggested (please consult attached illustrative plan and elevation). Need to coordinate with the signage and display interests of Riley's Dept. Store.
