SUBJECT: GP/R 1455: General plan and zoning map amendments to change
a portion of a one-third-acre site on the southwest corner
of Dana and Nipomo Streets from Medium-high-density
residential (R-3-H) to Retail Commercial (C-C-H) .
CAO RECOMMENDATION
Give final passage to Ordinance No. 1175 (1990 Series) , rezoning the
portion of the parcel from Medium-high-density residential - Historical
preservation (R-3-H) to Retail Commercial - Historical preservation -
Special Considerations (C-C-H-S) .
DISCUSSION
The attached ordinance was passed to print on July 17, 1990, along with
adoption of a resolution amending the General Plan Land Use Map.
SIGNIFICANT IMPACTS
A negative declaration of environmental impacts, with mitigation, was
granted by the director. The change is expected to have impacts on
traffic and parking in the area.
CONSEQUENCES OF NOT TARING THE RECOMMENDED ACTION
If the ordinance is not passed, the amendments will not be implemented.
The General Plan and Official Zoning Map would be in conflict.

ORDINANCE NO. 1175 (1990 SERIES)
CAN ORDINANCE OF THE CITY OF SAN LUIS OBISPO
AMENDING THE ZONING REGULATIONS MAP TO DESIGNATE
AN AREA ON THE SOUTHWEST CORNER OF DANA
AND NIPOMO STREETS AS CENTRAL COMMERCIAL, WITH A
HISTORICAL AND SPECIAL CONSIDERATIONS OVERLAY (C-C-H-S)
(GP/R 1455)
WHEREAS, the City Council has held a hearing to consider
the zoning map amendment request GP/R 1455; and
WHEREAS, the City Council makes the following findings;
Findings:
1. The proposed zoning map amendment will not adversely affect
the health, safety, or welfare of persons living or working
in the vicinity.
2. The map amendment .is appropriate at the proposed location and
will be compatible with surrounding land uses.
3. The map amendment conforms to the general plan and meets
zoning ordinance requirements.
O 4. The Community Development Director has determined that the
proposed map amendment will not have a significant effect on
the environment and has granted a. negative declaration of
environmental impact.
5. The "Special Considerations" overlay zone is to require
Planning Commission review of impacts on the creek and
compatibility with the adjacent residential neighborhood.
BE IT ORDAINED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. The Zoning map amendment GP/R 1455 is hereby
approved.
SECTION 2. This ordinance, together with the names of
councilmembers voting for and against, shall be published once in
full, at least (3) days prior to its final passage, in the
Telegram-Tribune, a newspaper published and circulated in this
city. This ordinance shall go into effect at the expiration of
thirty (30) days after its final passage.
