CAO RECOMMENDATION: Adopt a resolution supporting the creation of a National Marine Sanctuary designation off the Central Coast. DISCUSSION: At the October 2, 1990 City Council meeting, the Council requested that staff prepare a report and a resolution supporting a Central Coast National Marine Sanctuary designation. This report and the attached resolution are provided as a result of Council's request. National Marine Sanctuaries are discrete areas of the marine environment designated by the U.S. Secretary of Commerce, and administered by the National Oceanic and Atmospheric Administration (NOAA) . The process of creating marine sanctuaries is set by statute. Terms of management and protection are negotiable as the designation process is completed. Adoption of the attached resolution by the City Council would be an initial joint step, in conjunction with other cities, San Luis Obispo County, and Santa Barbara County, in having the NOAA. assess the proposed Central Coast Marine Sanctuary as a candidate location. As part of NOAA's review, boundaries for the sanctuary would be evaluated, and these boundaries would be considered under an environmental impact statement (EIS) . Once environmental review is completed NOAA would make a recommendation to the United States Congress whether the site should be designated. Congress would designate the site with the approval of the President. As proposed the sanctuary's boundaries would extend roughly 40 to 60 nautical miles offshore from San Luis Obispo County/Santa Barbara County's coast, extending offshore from Mill Creek (the northern boundary) to Point Sal (the southern boundary) (see Exhibit 1) . From Mill Creek to the mouth of the Santa Maria River the sanctuary would be located offshore of San Luis Obispo County. From the mouth of the Santa Maria River south to Point Sal the sanctuary would be offshore of the Santa Barbara County coastline. ����►�� �i91U►U city of San WIS OBISp0 ffiftwSe COUNCIL AGENDA REPORT Page 2 -- Marine Sanctuary The proposed sanctuary is an area which contains threatened and endangered species, supports a rich variety of sensitive coastal habitats, provides a major feeding and resting area for migratory birds, and is an area of high-yield commercial fisheries. The proposed Central Coast National Marine Sanctuary designation offers an opportunity to establish protection for an unusually rich and diverse marine region of the eastern Pacific. Such a designation would result in management, protection, and precise guidelines for development within this sensitive area. FISCAL E"AC P. Adoption of the proposed resolution would not have a fiscal impact. ALTERNATIVES: Another option is available to the council in addition to the recommended action: A. (1990 Series) A RESOLUTION OF THE CITY OF SAN LUIS OBISPO SUPPORTING A NATIONAL MARINE SANCTUARY DESIGNATION OFF THE CENTRAL COAST WHEREAS, the proposed Central Coast National Marine Sanctuary embodies special, nationally significant marine and codependent onshore resources including abundant populations of diverse marine mammals, significant fisheries stocks, major oceanic upwellings, areas of great aesthetic beauty and scientific importance, and a great number of additional working biota features and characteristics that warrant protection under the National Marine Sanctuary Program; and WHEREAS, public necessity and resource value justifies the need for a comprehensive and coordinated conservation and management Gplan for the geographic area within the boundaries of the proposed sanctuary, as a part of the National Marine Sanctuary Program; and WHEREAS, the need to support, promote, and coordinate scientific research on, and monitoring of, the coastal resources would be an integral part of the management plan; and WHEREAS, the pledge for commitment to enhance public awareness, understanding, appreciation, and wise use of the marine environment would be outlined in the management plan, and WHEREAS, to the extent compatible with the primary objective of resource protection, all public and private uses of the resources of the proposed sanctuary .marine area not prohibited pursuant to other authorities should be facilitated; NOW, THEREFORE, BE IT RESOLVED, the City Council of the City Cof San Luis Obispo does Nearby endorse the designation of the Central Coast National Marine Sanctuary in the waters off the. central coast of California, and supports the efforts of citizens, organizations, and the County of San Luis Obispo in reaching this goal.
