Pierce, Projects Manager SUBJECT: Street Tree Trimming Project, City Plan No. P-21Y CAO RECOMMENDATION: By motion, approve plans and specifications for Street Tree Trimming Project, City Plan No. P-21Y, and authorize soliciting of bids and contract award by the CAO, if the lowest responsible bid is within the cost estimate. BACKGROUND: In September 1988, a contract in the amount of $56,400 was awarded for a pilot street tree trimming project to trim those trees in the Old Town Neighborhood (Area 2 on the map) . The price was reasonable, and the pilot was considered to be a success. The FY 1989-91 Financial Plan included a total of $133,200 over two years in the Tree Maintenance Program Operating Budget for trimming of street trees. The $36,100 that was budgeted for FY 1989-90 was not spent and is available for this contract along with the $97,100 budgeted for this year. DISCUSSION: The project as written provides for the trimming of all remaining street trees (approximately 10,000) within the City. (The Downtown and major arterials are not included as these are trimmed by the City crew) . The cost estimate of $168,000 is based on a 10% increase in the unit prices paid in 1988. This is more than the budgeted amount, but staff proposes to obtain bids on each of 15 areas with the provision that any combination of areas may be awarded to one or more contractors. This allows several of the smaller local contractors to compete even though they may not be capable of completing the entire contract. It also allows the City to award a contract that makes the best use of available money. There is a possibility that the bids will be exceptionally low in which case Public Works Department carry-over funds may be used to accomplish all the work. The specifications as written will permit the award of a contract within the budgeted amount. 01JR1�111 city of san-Luis OBlspo 01199 COUNCIL AGENDA REPORT Street Tree Trimming Page 2 FISCAL IMPACT: Engineer's Estimate $1681000.00 Available funds specifically budgeted for tree trimming: FY 1990-91 Tree Maintenance Program Operating Budget: $97,100 Public Works carry-over of FY. 1989-90 trimming funds: $36.100 $133,200 Additional Public Works carry over funds are available to fund the entire contract if the bids are below the Engineer's estimate of $168,000. The specifications allow flexibility to award a contract within the funds that are available. CONCURRENCES: The Community Development Director has determined the project to be categorically exempt for purposes of Environmental Review under section 15301 of the California Environmental Quality Act Guidelines. CAO RECOMMENDATION: By motion, approve plans and specifications for Street Tree Trimming Project, City Plan No. P-21Y, and authorize soliciting of bids and contract award by the CAO, if the lowest responsible bid is within the cost estimate.
