SUBJECT: Consideration of the Human Relations Commission's
Workplan for 1990-91.
CAO RECOMMENDATION: Council approval of the. Human Relations
Commission's Workplan for 1990-91 as submitted.
DISCUSSION:
Pursuant to the by-laws established for the Human Relations
Commission (HRC) , a workplan must be submitted to the Council on
annual basis outlining the activities that will be undertaken by
the Commission in a given year.
Attached, for Council consideration, is the HRC's Workplan for
1990-91. The Workplan is composed of four components: Grants-
In-Aid, the Human Needs Assessment, Public Education and Forums,
and Children's Issues. Each. component contains an explanation of
the program, a definition of the HRC's role, the HRC's goals for
the program during 19.90-91 and the. timeframe for completion.
With respect to the Human Needs Assessment, $10,000 was originally
budgeted to serve as the City's contribution to the United Way's
effort to conduct a countywide needs assessment. Because of other
priorities, however, the United Way has not been in the position
to begin work on a countywide needs assessment. Therefore, at the
Joint meeting of the HRC and City Council, held in March of this
year, it was agreed that the City would move forward with
conducting a needs assessment of our own. The 1990-91 Workplan has
been revised to reflect this decision. It is important to note
that it would be the HRC's intention to work closely with the
United Way in conducting our needs assessment. This will help to
insure that the City's needs assessment could be integrated into
any future countywide needs assessment conducted by the United Way.
CONCURRENCES:
The HRC unanimously approved the Workplan during their October
meeting.

HUMAN RELATIONS COMMISSION 1990-91 WORKPLAN
I. GRANTS-IN AID
Program Description:
The Grants-In-Aid Program provides grant funding to private human service
organizations that dispense services to residents within the City of San Luis
Obispo. The City Council has awarded approximately $81,000 in grants to
twenty-one agencies as part of the 1990-91 Grants-In-Aid Program.
HRC Role:
The Human Relations Commission (HRC) is responsible for overseeing
administration of the City Council's Grants-In-Aid Program. This includes:
* accepting, studying, evaluating, and conducting public hearings for all
Grants-In-Aid funding requests.
* providing the City Council with recommendations for allocating the Grants-
In-Aid funding;
n * ongoing monitoring of grants distributed as part of the Grants-In-Aid
process.
* reviewing and providing the City Council with recommendations for the
Homeless Shelter Funding request from the EOC.
Goals for 1990-91:
It is the HRC's goal to successfully oversee the administration of the 1990-91
Grants-In-Aid Program. The HRC has also developed three goals for improving
the 1991-92 Grants-in-Aid process:
* establish a reserve
* develop a more refined timeline that provides the HRC with additional
time to evaluate grant applications, conduct public hearings and
communicate recommendations to the City Council.
* evaluate the potential for establishing a new formula of allocating Grants-
In-Aid funding.
Timeframe for Completion:
The 1991-92 Grants-In-Aid cycle will begin in December .of 1990 and conclude
in June of 1991. Monitoring of the 1990-91 Program will take place on an
ongoing basis.

11. HUMAN NEEDS ASSESSMENT
Program Description:
The HRC has been directed by the Council to prepare a Human Needs
Assessment for the City of San Luis Obispo. The purpose of conducting the
Assessment will be to identify what human services are City residents currently
in need of, what trends are expected to emerge in human service needs over the
next five years, and what role the City will play with insuring these needs are
met. Approximately $10,000 was set aside in the 1989-91 Financial Plan for
conducting the Human Needs Assessment.
HRC Role:
The HRC will be responsible for overseeing the preparation of a Human Needs
Assessment for the City of San Luis Obispo. This includes:
* developing a methodology for conducting a Human Needs Assessment.
soliciting for, evaluating, and providing recommendations to the Council
for selecting a consultant to prepare the Human Needs Assessment.
* monitoring consultant preparation of the Human Needs Assessment.
* presenting the Human Needs Assessment to the City Council for review
and consideration.
* developing a mechanism to insure that the Human Needs.Assessment is
updated on a regular basis.
Goals for 1990-91:
It would be the HRC's goal to prepare a Human Needs Assessment that
provides the Council and community with valuable information for addressing the
City's human service needs.' The Human Needs Assessment would also serve
as a framework for developing future year work programs for the HRC.
Timeframe for Completion.:
The HRC expects to begin work on the Human Needs Assessment in November
of 1990, with completion targeted for June 1991. It would be the HRC's intention
to update the Human Needs Assessment on a bi-annual basis thereafter.

111. PUBUC EDUCATION & FORUMS
Program Description:
The HRC would like to sponsor programs and forums to educate the city on
various community topics under the purview of the Commission. The findings
of the Human Needs Assessment would serve as a guide to selecting topics of
interest to the community. The HRC would also like to increase the community's
awareness of the role and purpose of the Commission.
HRC Role:
The HRC would be responsible for overseeing implementation of the Public
Education &.Forum Program. This includes:
* developing suggested topics for programs and forums and obtaining
Council approval.
1 overseeing arrangements for sponsoring programs and forums.
* providing the Council with written critiques of completed programs and
forums.
Goals for 1990-91:
The HRC has yet to formally select topics for 1990-91. However, two topics
currently under consideration include:
* providing a workshop on grant writing.
* sponsoring a forum to educate local service groups on private and public
funding resources available in the community.
Additional topics would be developed once the Human Needs Assessment was
completed.
Timeframe for Completion:
It would be the HRCs intention to sponsor at least one program or forum by
June of 1991.

IV. CHILDREN'S SERVICES
Program Description:
The HRC would like to become more actively involved in children's issues by
working cooperatively with other City and County commissions on children and
family issues, becoming active members of various children's services
organizations in the City and participating in local planning and coordinating
efforts for the "Week of the Young Child" celebration. The HRC would also like
to collect information on the City's children's services resources, the types of
childcare incentives offered by employers, and involvement levels of employers
when addressing childcare needs.
HRC Role:
The HRC would be responsible for compiling information for the Council's
consideration on children and family issues.
Goals for 1990-91:
To provide the City Council with an annual report on children and family services
that would assist them in making decisions on issues relating to these topics.
Timeframe for Completion:
Ongoing.
