CAO RECOMMENDATION: Council approval of the. Human Relations Commission's Workplan for 1990-91 as submitted. DISCUSSION: Pursuant to the by-laws established for the Human Relations Commission (HRC) , a workplan must be submitted to the Council on annual basis outlining the activities that will be undertaken by the Commission in a given year. Attached, for Council consideration, is the HRC's Workplan for 1990-91. The Workplan is composed of four components: Grants- In-Aid, the Human Needs Assessment, Public Education and Forums, and Children's Issues. Each. component contains an explanation of the program, a definition of the HRC's role, the HRC's goals for the program during 19.90-91 and the. timeframe for completion. With respect to the Human Needs Assessment, $10,000 was originally budgeted to serve as the City's contribution to the United Way's effort to conduct a countywide needs assessment. Because of other priorities, however, the United Way has not been in the position to begin work on a countywide needs assessment. Therefore, at the Joint meeting of the HRC and City Council, held in March of this year, it was agreed that the City would move forward with conducting a needs assessment of our own. The 1990-91 Workplan has been revised to reflect this decision. It is important to note that it would be the HRC's intention to work closely with the United Way in conducting our needs assessment. This will help to insure that the City's needs assessment could be integrated into any future countywide needs assessment conducted by the United Way. CONCURRENCES: The HRC unanimously approved the Workplan during their October meeting. ATTACHMENTS: "1" - 1990-91 Workplan HUMAN RELATIONS COMMISSION 1990-91 WORKPLAN I.
