SUBJECT: Communication Item—Parking Districts
The City now has in place a number of residential parking districts, with several more to be
considered in the relatively near future. Enforcement of these districts is on a time-available
basis for Police, SNAP and Parking personnel, and considerable time spent by Engineering
personnel in determining whether proposed districts meet established criteria. In addition, there
is some ongoing cost in installing and maintaining signage for each district.
The General Fund or the Parking Fund has always absorbed the cost of the residential parking
program, with no direct assessment against the districts. The number of districts continues to
increase and, with the recent relaxation of criteria, may expand exponentially. With the hiring
freeze and tight budgets now faced by the City, it would appear that this would be an ideal time
for a comprehensive review of the program to see if modification of the program is needed and
appropriate.
There are several proposed districts currently in the "queue", including a potentially massive
district in the Old Town area. Before forming even more districts, I think some added discussion
would be helpful.
I therefore request that the Council direct staff to set up a Council Study Session to review the
program on a comprehensive basis.
