Please let me know if there is a problem reading it . 1 • January 22, 201 3 Katie Lichti g City Manage r 990 Palm Stree t San Luis Obispo, CA 9340 1 Re : CIP 2013-15 Budget Pismo Street hillside between Morro and Chorro Street s Dear Ms. Lichtig, I am writing for myself and on behalf of the residents of the 16 other housing units located at Vista Grande, a t 1415 Morro Street, to strongly urge the City to appropriate the funds necessary to repair the hillside locate d between Morro and Chorro Streets during this budget cycle . Our main building of 15 units stands high above Pismo Street, with the back patios of most of those units directl y overlooking the eroding hillside . Several years ago after a citizen complaint, the City paid for an engineering repor t by Earth Systems Pacific, a much respected local soils engineering firm, to evaluate the hillside . The report state d that the hillside was dangerous and advised the fencing of the street and repair of the eroding hillside . The City stated to us then that the repair would be done, but budget issues have kept the project from being performed . The residents of Vista Grande are concerned that the City may once again pass over the job of repairing thi s hillside, to the detriment of safety and legal concerns . It is a public safety concern in that if a boulder or tree cam e tumbling down and killed someone, the financial repercussions to the City would be significant, especially since th e City has been aware of the problem for so long . It is also unsafe in that people coming to the barricade on the sidewalk then cross Pismo Street in the middle of the block, and often barely avoid being hit by traffic . It is also a disgrace that this eyesore has continued so long, on a downtown street where many people includin g tourists see it every day . In addition to the unsightly mess the barricade has created with the periodic collection o f debris behind the fence and cones, the area continues to attract vagrants . Residents (including me) climbing th e stairs on the Pismo side have had to threaten vagrants who were squatting in the area that the police would b e summoned if they continued to stay there . And of course there is a loss of parking and sidewalks in the downtown area where every space is needed . It has been pointed out to several City employees that the cut made to level Pismo Street was apparently made i n the 1920s-30s judging by the age of the structures across the street . At that time supporting the dynamited roc k perhaps was not funded or deemed necessary, but it really is time for the City to complete this project . The hillside continues to erode and threatens the safety of our city and our homes . We very strongly urge you to recommen d to the City Council that this project be fully funded for completion during this current 2013-2015 budget cycle .
