City of San Luis Obispo, Council Agenda Report, Meeting Date, Item Number FROM: Daryl Grigsby, Public Works Director and Derek Johnson, Community Development Director Prepared By: Peggy Mandeville, Transportation Planner SUBJECT: GRANT APPLICATION FOR AFFORDABLE HOUSING AND SUSTAINABLE COMMUNITIES PROGRAM FY 2014/15 RECOMMENDATION Authorize staff to apply for a grant under the Affordable Housing and Sustainable Communities Program FY 2014/15 for improvements to South Broad Street and authorize the City Manager to execute any agreements related to such grant. DISCUSSION Background On January 30th, the Department of Housing and Community Development announced the availability of approximately $120 million in funding for the Affordable Housing and Sustainable Communities (AHSC) Program. The intent of the grant is to invest in projects that reduce greenhouse gas emissions by supporting more compact, infill development patterns, encouraging active transportation and transit usage and protecting land from sprawl. Funding for the program comes from the Greenhouse Gas Reduction Fund – an account established to receive Cap and Trade auction proceeds. The grant has distribution objectives to fund projects benefitting Disadvantaged Communities, Affordable Housing, Transit Oriented Development, and Infrastructure Capital projects. The adjacent graphic shows the proposed distribution of funding. The grant submittal criteria regarding “project readiness” limited the universe of projects the City could consider for this round of funding: any project proposed for funding had to have all entitlements and environmental review completed, but could not have initiated work. 3/31/15 C9 C9-1 AHSC Grant Application Page 2 The application proposal process was set up to be a two-step submittal: an initial concept proposal was due by February 19th after which applicants would be notified whether their respective concepts would be considered eligible to complete the full application. The City submitted an initial concept and was recently informed that the concept is eligible to compete in the full application. Staff is now approaching the Council with a resolution to support the full application for funding in advance of the April 20th grant submittal deadline. Project Description The project identified for grant funds is one that will provide improvements to South Broad Street between Alphonso and Lawrence Drive to make it more accessible, safe and connected to surrounding neighborhoods: improvements envisioned as part of the recently adopted South Broad Street Area Plan. Proposed improvements include: an irrigated and landscaped traffic median with left-turn access points; restriping the roadway to retain two lanes in each direction and widen bike lanes; repair sidewalks and add street trees for improved accessibility and shade; improvements to two intersections with pedestrian-activated signals; and improved transit stop amenities. Programming includes outreach through Rideshare and San Luis Obispo Council of Governments to promote sustainable transportation options within the South Broad Street project area and informing neighborhood residents about the proposed improvements and increased transportation options. CONCURRENCES Public Works and Community Development staff participated in crafting the grant application. ENVIRONMENTAL REVIEW An Environmental Impact Report was completed with the recent General Plan update that included the improvements envisioned in the South Broad Street Area Plan. All improvements will occur within the Broad Street right-of-way. No further environmental review is required. FISCAL IMPACT While the grant does not require matching funds, the grant guidelines indicate that matching funds will be used as the determining factor in choosing between projects that are closely ranked. The City has some TIF funds and programming resources to use as a match, and Rideshare has offered alternative transportation programming assistance making the project more competitive for grant funding. This is not recommended because use of grant funds off-sets TIF and use of General Funds to complete these needed improvements. The City is not able to offer a different project for this particular grant due to the two-step process which cleared the City to submit the full funding application based upon the project described in the screening process. It serves multiple transportation needs as a regional arterial street and as a local street serving businesses, residences, shopping, and important community facilities. It is also close to major transportation facilities such as the Regional Transit Center, the San Luis Obispo County Regional Airport, and the Amtrak Train Station. The South Broad Street area is bounded by the Meadow Park neighborhood on the west, Union Pacific Railroad tracks on the east, the South Street signalized intersection to the north, and Orcutt Road signalized intersection to the south. It is an area in transition. Encompassing roughly 86 acres southeast of downtown, the City envisions this area transforming into a higher density walkable, bikeable, transit oriented neighborhood. The current street design allows for high traffic volumes, relatively high speeds, and continuous, uncontrolled left turns into streets and driveways, making it difficult for residents to access businesses, adjacent neighborhoods, schools, parks, and public transit. Traffic volumes on South Broad Street, up to 29,100 vehicles per day in 2010, discourage all but the most determined pedestrians and bicyclists from crossing the street. Although centrally located, the planning area's accessibility is limited by the railroad tracks, an incomplete street network, historic development patterns, and the lack of safe crossings within the 0.7 mile corridor. Safer, more accessible connections between the planning area and surrounding neighborhoods are needed. From the Healthy Communities Framework, the South Broad Street project meets the basic needs of all in a variety of ways, especially by providing safe, sustainable, accessible and affordable transportation options. It also improves the quality and sustainability of the environment by minimizing toxics, greenhouse gas emissions and waste (through improving transportation options and reducing vehicle miles traveled. The goal of the Transportation and Land Use section of the City of San Luis Obispo's Climate Action Plan is to improve transportation options, which directly corresponds the South Broad Street project objectives. The co-benefits of this goal (CAP, p.27) are: improves mobility, health benefits, supports local businesses, and community savings. Answer:The Shifting Modes Within South Broad Street Neighborhoods Project directly implements the 2014 San Luis Obispo Council of Governments (SLOCOG) Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS). The investment strategies of the RTP/SCS are defined in four major transportation planning programs that together address the multimodal needs of the region: transportation demand and system management programs; highways, streets and roads; public transit; and active transportation. All four of these investment strategies are included in the implementation of the South Broad Street Area Plan. The City worked closely with SLOCOG ensuring compatibility with the RTP when developing the South Broad Street Area Plan. In addition, the 2014 RTP/SCS major recommended transportation investments include three main components of the Shifting Modes Within South Broad Street Neighborhoods Project: Complete streets (improvements for all users in street and road projects), safety and aesthetic features in street in road improvements(such as enhanced crosswalks, lighting, and landscaping), and active transportation projects. This project directly implements the plan objectives and recommendations of the SLOCOG 2014 RTP/SCS. 17 Please describe how the project is consistent with the State Planning Priorities (Government Code Section 65041.1). Answer:The Shifting Modes Within South Broad Street Neighborhoods Project is consistent with the State Planning Priorities, as detailed below: California's Sustainable Communities and Climate Protection Act, SB 375: The San Luis Obispo Council of Governments (SLOCOG) 2014 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) plans for the reduction of greenhouse gas emissions from passenger vehicles and light-duty trucks. The SLOCOG RTP/SCS greenhouse gas emissions targets are an 8 percent reduction by 2020 and a 10 percent reduction by 2035. California's Global Warming Solutions Act of 2006, AB 32: The City of San Luis Obispo has taken a leadership role in greenhouse gas emission reductions. In 2010, the City collaborated with California Polytechnic State University San Luis Obispo (Cal Poly), to develop a Climate Action plan with strategies to meet a 15% reduction in emissions by 2020 in compliance with AB 32. The City adopted the Plan by Resolution No. 10388 in August 2012. With primary objectives to reduce traffic congestion, increase safety for walking and biking, maintain and foster neighborhood identity, and emphasize affordable housing, the South Broad Street Area Plan and the Shifting Modes Around South Broad Street Project will result in permanent reductions in regional greenhouse gas emissions, and is consistent with AB 32, and the City's 2012 CAP. California's 2030 Climate Commitment: The South Broad Street Area Plan is aligned with Governor Brown's 2030 Climate Commitments to cut petroleum use in half by 2030. The South Broad Street area will make it possible to live, work and play without needing to use a motor vehicle.
