Mayor Marx and Members of the Council,
I was surprised to see this item on Council's agenda. Although Council received a presentation in
December 2013 and selected a council member to attend CCA Exploration Advisory Committee meetings
in 2014 and beyond, this item did not receive high marks during Council's January 2015 Goal Setting
Process.
The Council selected three Major City Goals and four Other Important Objectives for the 2015 -2017
Budget Cycle. Implementing the Climate Action Plan, including advocating a regional feasibility study
regarding establishment of Community Choice Aggregation was not one of them. In fact two council
members gave this item zero points (Carpenter; Christianson) and the mayor gave it one point, at best
referring the item to consideration in the 2017 -2019 budget cycle.
In my opinion this item should not have returned to council. If it were to return, it more appropriately
would be near the end of the cycle and only if the 2015 -2017 Major City Goals, Other Important
Objectives and ongoing requirements from previous years were at or near completion.
Although the staff report states there is no fiscal impact attached to the resolution, it does involve the use
of staff time and it opens the door to more staff time and a request for funds. Wouldn't it be better for
staff to concentrate on those items identified in the Goal Setting Process than to branch out into other
areas?
For the reasons stated above, I ask that you not proceed further and not pass this resolution.
