Approve plans and specifications for "High Street Storm Drain Replacement, Specification No. 91307." 2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the lowest responsible bid is within the Engineer’s Estimate of $111,300. DISCUSSION Replacement of Corrugated Metal Pipe (CMP) in the City’s storm drain system is an ongoing effort to phase out these sections in the system. CMP storm drain has a life span of 20 to 30 years, and some sections of CMP storm drains have been in service for 50 years. Once the integrity of the CMP has been compromised, the soil surrounding the pipe is susceptible to failure; leading to roadway repairs. The CMP storm drain on the north side of High Street between Broad and Upham has collapsed and there is a sinkhole in the area above the collapsed pipe. The scope of this project includes replacing two sections of the failed CMP storm drain and repairing the damaged street. It also includes replacing two drainage inlet and outlet structures with new catch basins. ENVIRONMENTAL REVIEW The Community Development Department has determined that this project is categorically exempt from CEQA pursuant to Sections 15301 (maintenance of existing facilities) and 15302 (replacement or reconstruction) of the CEQA Guidelines. FISCAL IMPACT There is currently $386,130 in the Corrugated Metal Pipe Replacement Master Account to support this request of $111,300 as well as the $32,500 request for the California / Johnson Waterline replacement also on this agenda. CMP Replacement is fully funded by the City’s ½ cent sales tax.
