Grisby, Director of Public Works Prepared By: Manny Guzman, Engineer III SUBJECT: CALIFORNIA BLVD. AND JOHNSON AVE. 16 INCH WATERLINE REPLACEMENT SPECIFICATION NO. 91354 RECOMMENDATION 1. Approve plans and specifications for the California Blvd. and Johnson Ave. 16 inch Waterline Project, Specification No. 91354. 2. Authorize staff to advertise for bids, and authorize the City Manager to award the contract if the lowest responsible bid is within the Engineer’s Estimate of $1,490,000. DISCUSSION Background The City’s water distribution system is comprised of 184 miles of pipe with sizes ranging from four inches to thirty inches. Currently, a number of the pipes that make up the City’s water distribution system are undersized and have deteriorated beyond their design life expectancy. In recent years, the City has experienced various water pipeline breaks some of which occur within the City’s busiest streets disrupted residents and businesses and resulted in expensive repairs. Therefore, scheduled replacement of waterline pipes reduces operational costs and customer impacts associated with emergency repairs. Project This project will replace approximately 3,800 linear feet of 16 inch Cast Iron (CI) waterline on California Boulevard, San Luis Drive and Johnson Avenue. The new waterline will be Ductile Iron (DI) pipe, which is more durable and stronger than the existing pipe. A cost-benefit analysis was completed and DI was determined to be more feasible for this project because of the pipe’s anticipated life span of 100 years, strength, and speed of installation. Installation of DI pipe does not require specialized equipment, thereby reducing the construction timeframe. A shorter construction period is important since the project will cause temporary disruption in traffic and inconveniences to residents and businesses. Also included in this project is the replacement of a failing steel storm drain pipe. A recent inspection by City Staff discovered that the existing storm drain pipe was corroded and beyond its service life. Staff is scheduling the project to minimize impacts on the local neighborhoods and businesses. The start of construction is scheduled to coincide with the summer session of the San Luis Obispo High School. Staff anticipates that by completing the majority of the work during the summer, the project will be completed faster and with less inconvenience to the public. Working hours have also been specified to reduce disruption to traffic, residents, and businesses. April 21, 2015 C8 C8-1 California Blvd. and Johnson Ave. 16 Inch Waterline Repl. Specification No. 91354 Page 2 The French Hospital water service will not be disrupted during construction. When the waterline adjacent to the hospital was replaced four years ago, the City was able to install redundant water service. In the event of a waterline failure, French Hospital’s water service will be switched to another waterline and service will continue. ENVIRONMENTAL REVIEW The Community Development Department has determined that this project is categorically exempt from CEQA pursuant to Sections 15301 (maintenance of existing facilities) and 15302 (replacement or reconstruction) of the CEQA Guidelines. A Notice of Exemption has been filed through the Community Development Department. FISCAL IMPACT This project is identified on pages 3-114 to 3-119 of the 2013-15 Financial Plan. The Water Distribution System Improvement Master Account currently has a balance of $2,251,926.80. Of that amount, $1,152,241 is available for this request. $557,759 in additional funding is also available from the Water Working Capital Account to support this request off $1,742,500. An additional funding source for this project is the Corrugated Metal Pipe Replacement Master Account. $32,500 of the current available balance of $386,130 will be utilized for the replacement of the failing metal pipe. A budget amendment request will be completed at time of contract award to transfer funding into this project’s account. The estimated project costs are shown below: Water Distribution System Imp.
