A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS
OBISPO, CALIFORNIA, APPROVING THE PREPARATION AND
APPLICATION FOR GRANT FUNDS UNDER THE AFFORDABLE
HOUSING AND SUSTAINABLE COMMUNITIES (AHSC) PROGRAM
FOR IMPROVEMENTS TO THE SOUTH BROAD STREET AREA
WHEREAS, the Legislature and the Governor of the State of California have provided
funds for the Affordable Housing and Sustainable Communities (AHSC) program; and
WHEREAS, the Strategic Growth Council has been delegated the responsibility for the
administration of this grant program, establishing necessary procedures; and
WHEREAS, said procedures established by the Strategic Growth Council require a
resolution certifying the approval of the application by the governing board before submission of
said application to the State; and
WHEREAS, said procedures require the applicant, if selected, to enter into an agreement
with the State of California to carry out the development of the proposal.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. The City Council hereby approves the preparation and filing of an
application to AHSC for improvements to South Broad Street to include pedestrian
improvements, an irrigated median, street trees, and transit stop amenities; and
SECTION 2. The City Council hereby certifies that the City of San Luis Obispo
understands the assurances and certification in the application; and
SECTION 3. The City Council hereby certifies the that the City of San Luis Obispo will
have sufficient funds to develop the proposal or will secure the resources to do so; and
SECTION 4. The City Council hereby certifies that the proposal will comply with any
applicable laws and regulations; and
SECTION 5. The City Council hereby appoints the City Manager, or designee, as agent
to conduct all negotiations, execute and submit all documents including, but not limited to
applications, agreements, payment requests and so on, which may be necessary for the
completion of the aforementioned projects.

Upon motion of Council Member Christianson, seconded by Vice Mayor Ashbaugh, and on the
following roll call vote:
AYES: Council Members Carpenter, Christianson and Rivoire,
Vice Mayor Ashbaugh and Mayor Marx
NOES: None
ABSENT: None
