The City will incur staffing and pension costs forever, even after housing non - compliance is zero. As stated on page 5 of Mr. Johnson's December 16 Council Agenda Report, the city will need to establish new job roles, with related leadership and supervisory positions. This report also infers the employees will have a career progression to higher ranks, and increased pay levels, further driving up the short and long -term costs. This is going to be mammoth program programming an inordinate amount of city resources. This is choosing a "big government" solution to a small city problem. This program discriminates against rental properties. There are many owner occupied homes that are blighted. The fact the City is choosing to only address rental properties smacks of NIMBY -ism. A code compliance program is already in place. People who have an axe to grind should work their issues through that program. The City gives lip service to affordable housing.
