Council Members
I am voicing my concerns for the proposed Rental Housing Inspection Program.
I am against any such plan for a variety of reasons:
Why do we need this plan?
What plan is currently in place for complaints of sub standard housing to be submitted? I know of none. My
suggestion involves a complaint driven process. Should a tenant have a complaint, a web site or hot line is
established for tenant to register a complaint. Tenant to provide their name, address, contact information and
reason for the complaint. A current code enforcement officers contacts the complainant and researches for
validity that a true sub standard condition exists. The homeowner is then contacted and provided with the
complaint and verification of condition. Homeowner is given a set number of days to resolve issue. If no
action by the homeowner is taken, the code enforcement officer takes further action.
Proposed plan directed at rental owners with a business license.
The proposed plan is discriminatory as it targets only those rental property owners obtaining a business
license. What about the 46% of rental owners who do not honestly report their rental income? How do you
plan to inspect those homes? Those rental homes in my opinion are owners most likely to condone
substandard housing. This is unfair enforcement and therefore discrimination. I personally know of three
homeowners in my neighborhood who rent and do not have a business license. If this plan is approved, ALL
rental homeowners MUST be identified and subjected to the same scrutiny.
Soaring costs of housing to go higher
Rental owners will pass to the tenants the charges for the yearly fees, inspections. Housing is already at an
all time high.
Cost of Implementation of this Plan:
The City cannot afford to implement this plan and hire additional code enforcement officers. The cost of this
plan is horrendous. We already have officers checking for trash container locations, water days and soon
odor officers. When is this going to stop? The current code enforcement officers need more training. Hiring
more will not resolve any problems but create more. The officers are not educated to the level of their ability
to issue complaints. The code enforcement officer who tagged my Pine Creek condo illegally condemning
the entire condo admitted to me he had not yet passed his "tests ". The signs all were removed.
I am a good rental property owner. I have a business license. I am local. I am responsive to my tenants.
Ask Andrew Carter, former council member, my tenant for over five years and then he purchased a home
from me. I have never had a complaint registered against me. Neighbors of my rental properties have my
phone number. I have never received a call from them. I hire gardeners who report to me any unusual
sightings.
