San Luis Obispo, CA 93406 April 21, 2015 Re: Item B1, Strategic Budget Direction and Major City Goal Work Programs — Specific to Other Important Objective Work Programs (Neighborhood Wellness) Honorable Mayor and Members of the Council, As part of Neighborhood Wellness, Residents for Quality Neighborhoods asks that you make nighttime noise a particular focus of yours during the 2015 -17 budget cycle. The March 2010 modifications to the Noise Ordinance along with the May 2010 Unruly Gathering Ordinance have had a marked effect on the annual number of noise complaints. Complaints began to decrease in 2010 and continued to do so through 2012. However, beginning in 2013 and continuing through 2014, the number of complaints has steadily risen. If this increase continues, as it currently appears to be doing, our noise and related problems will continue to escalate. Nighttime noise disturbances, primarily from parties and their aftermath, already pose a significant problem in many residential neighborhoods. In addition to the vandalism, irritation and interrupted sleep, it is the cause that residents from impacted neighborhoods give most often as their reason for moving, always to someplace quieter. We do not believe the noise - related trend of permanent residents moving away and their homes being converted into student rentals is good for the long -term health and welfare of the city. We believe we must all look for new ideas to help reduce the negative noise /party influences in our neighborhoods. And the sooner the better. RQN members would welcome the opportunity to be involved in looking for new, different ways to address this problem as, we are certain, would members of the other neighborhood groups, especially those in the northern areas of the city. We are willing and able to actively participate with city staff in adding our ideas to any suggested by the Civility Group in order to come up with recommendations /potential solutions to reduce the noise impacts to our neighborhoods.
