A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS
OBISPO, CALIFORNIA, DETERMINING THE PROPERTY AT 3987
ORCUTT ROAD DOES NOT QUALIFY FOR INCLUSION ON THE LIST
OF HISTORIC RESOURCES, HIST- 0828 -2015
WHEREAS, the applicant, on January 23, 2015, submitted an application to evaluate the
historic significance of the property located at 3987 Orcutt Road, San Luis Obispo (the
"Property "); and
WHEREAS, the Cultural Heritage Committee of the City of San Luis Obispo at a public
hearing held in the Council Hearing Room of City Hall, 990 Palm Street, San Luis Obispo,
California, on March 23, 2015, reviewed information evaluating the property history, style of the
extant structures, and property integrity and recommended the Council determine the Property
does not qualify for listing as a historic resource; and
WHEREAS, the City Council conducted a public hearing on April 21, 2015, for the
purpose of determining that the Property does not qualify for listing as a historic resource (HIST-
0828- 2015); and
WHEREAS, the City Council has duly considered all evidence, including the testimony
of the applicants, interested parties, the records of the Cultural Heritage Committee hearing, and
the evaluation and recommendations by staff, presented at said hearing.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. Findings. The Council makes the following findings of consistency with
Historic Preservation Program Ordinance eligibility criteria for the Contributing List of Historic
Resources:
1. The character of the buildings are not historically significant due to its lack of significant
historic and architectural features.
2. The Property is not associated with any significant historical person, groups, or events in
the City's history.
The existing structures no longer maintain authenticity and integrity due to the loss of the
barn, milk house, and water tower. In its current condition, the site does not convey to the
observer its historic relationship to the dairy industry.
4. Determining the structures at the subject site are not historically significant is consistent
with the Historic Preservation Ordinance because the structures do not meet the criteria
for inclusion on the City's list of historic resources.

SECTION 2. Environmental Determination. Section 15061(b)(3) states a project is
exempt from CEQA if the activity is covered by the general rule that CEQA applies only to
projects which have the potential for causing a significant effect on the environment. Since the
project only involves a determination of historic significance, it can be seen with certainty that
there is no possibility that the activity in question may have a significant effect on the
environment.
SECTION 3. Action. The Council of the City of San Luis Obispo does hereby determine
the structures and Property located at 3987 Orcutt Road do not qualify for inclusion on the City's
list of Historic Resources.
Upon motion of Vice Mayor Ashbaugh, seconded by Council Member Christianson, and on the
following roll call vote:
AYES: Council Members Carpenter, Christianson and Rivoire,
Vice Mayor Ashbaugh and Mayor Marx
NOES: None
ABSENT: None
The foregoing resolution was adopted this 21St day of April 2015.
