SUBJECT: Agenda Correspondence May 4 Hearing
The following questions were received from a REOC Commissioner regarding the May 4
agenda. Staff response is included in italics after each question.
1. Bike Lanes and Sidewalks: Monterey & Osos Traffic Signal Safety Upgrade:
Reconstruct traffic signal. What are the bike/ped improvements ($250,000)?
Staff response: The project budget is actually $225,000. The intersection of Monterey
and Osos streets has been identified as a top ranking collision location. The traffic
signal was originally constructed in 1962 well before contemporary design standards
were established. A new traffic signal will increase visibility, reduce collisions, and
enhance safety for all modes of travel using the intersection. Pedestrian crossings will
also get refreshed including new pedestrian signals indicating when it is safe to cross.
2. Foothill and Ferrini $45,000 - is this to complete a crosswalk or to do a study?
Staff response: This is a Safe Routes to School project identified in the Bicycle
Transportation Plan. The costs are for developing a plan to improve access and seed
money for constructing improvements based on staff’s initial findings.
3. Marsh St. Bridge replacement - $734,000. With such a large bridge replacement on a
major road leading to downtown, would it be possible to add a protected bike lane
project along Marsh from the 101 to Santa Rosa into the scope of the project?
Something that 6-year-olds and grandmas can ride downtown on without feeling
threatened by cars? Something like that would be a major asset in getting people
downtown by bike.
Staff response: This is a great idea but unfortunately is not feasible. The bridge is not
long enough in length, it is a one-way street, and necessary changes would wipe out a
portion of Cheng Park. Furthermore, the $734,000 from the General Fund is the
required local match for federal funding via the Highway Bridge Replacement and
Rehabilitation Program ($5.7M), which are funds restricted to structural and functional
replacements of existing infrastructure.
4. Lighted crosswalk at Higuera street - which crosswalk?
Staff response: The existing lighted crosswalk on Higuera at the Downtown Center is
proposed for replacement.

5. Bob Jones Octagon Barn $50,000: what is this for?
Staff response: Currently the County’s conceptual plan for the Bob Jones City-to-Sea
Trail terminates at the Octagon Barn and the City’s plan begins at Los Osos Valley
Road (LOVR). This funding will go towards planning for the section between the
Octagon Barn and LOVR to ensure a continuous trail is developed. A joint City/County
grant application is also proposed to fund the planning effort.
6. Laguna Lake dredging: has it been determined whether dredging while the lake is dry
or full is better? I remember this question being raised at a community forum awhile
back and Bob Hill didn't have an answer at that point.
Staff response: The prospect of initiating a maintenance dredging project for Laguna
Lake has been discussed at various times going back to the late 1970’s, and was
evaluated in detail in the years leading up 2009. The completion of the Laguna Lake
Conservation Plan combined with drought-induced dry conditions in the lake have
galvanized the community around Laguna Lake, leading to strong support and a unique
and timely opportunity to initiate this project.
7. What is the $45,000 Police Facility Site Assessment?
Staff response: The 2003 Police Facilities Master Plan recommends construction of a
new Police Department facility. This project contains the following initial steps in working
towards that goal: (1) macro space needs assessment, (2) determine how much of the
existing site may be used for redevelopment, (3) prepare a “test-fit” sketch, and (4)
prepare a preliminary project budget.
8. What kind of restroom/dorms privacy modifications are proposed at fire station 2 for
$160,000?
Staff response: Fire Station 2 was built in 1953 and is the oldest facility in the four
station system. The station only has one bathroom that is non-ADA compliant, and does
not offer a separate female bathroom facility or stall. Most of the fixtures in the bathroom
are original and do not conserve water. The toilet stalls are open (no doors) and offer no
privacy. One person cannot shower while another uses the toilet with any expectation of
modesty or seclusion. The remodel of the bathroom will fix these issues. The dorm
accommodations are similarly deficient for would-be female firefighters and the project
will correct this as well.
9. Restroom replacement and remodeling $400,000 - which buildings?
Staff response: Replacing the Golf Course restroom will cost $400,000 for construction
and construction management in 2015-16. Mission Plaza restroom will cost $80,000 for
design in 2016-17.
