Gini and I have reviewed the May 5 PH -1 Staff Report, and the recommended ordinance and
implementing resolutions. The ChangeLab Solutions Report "Guide" was also very edifying.
Landlords owe a special compliance duty to the community and their tenants. Unfortunately the
landloard -norm seems to have devolved into one of avoiding compliance. The present "complaint -
based enforcement" approach encourages noncompliance. Landlords have failed to act voluntarily.
The recommended Rental Housing Inspection Program is well conceived and fair.
Over time this program may encourage a collective voluntary compliance as the norm. Until then, we
,encourage- the °council to enact and implement the program.
