In 1992 Barbara lead the Citizen's Tree Planting Program with City Arborist Todd Martin In this program,600 trees were
planted in a cooperative effort with city workers and volunteers.
As part of this program,Barbara went door to door to get permission to plant a tree.Many houses were student rentals
in poor condition,and Barbara was referred to a property management company.
It was clear that the property managers did little but collect the rent.
It is clear that the deterioration of our neighborhoods is accelerating because of landlord neglect.
The proposed RQN ordinance is thoughtful, reasonable and long overdue.lf we do not act now, then we are accepting
that continued deterioration is inevitable.
