Subject: Rental Inspection Program
San Luis Obispo Council Members,
We are against the implementation of the Rental Inspection Program.
I MAY 0 5 2015
CITY CLERK
K
COUNCIL MEETING:iU /.
ITEM NO.: /ti' /
May 4, 2015
The City's Community Development Department already has mechanisms to deal with houses that generate complaints
like parking issues, illegal conversions and blighted yards. There are many, many rental properties in this town that
provide housing and that do not cause any problems for their neighbors. We were under the impression that the
business license requirement that we have been paying into since its inception was going to be used to deal with the
'problem' houses in the city, yet many rentals are not licensed. So it almost appears to us that we have been paying into
this for no reason and that once again, the honest people are penalized.
This program will not fix the congestion in some neighborhoods caused by more than 5 unrelated people living in a
house because once the inspection date is set - -- the extra beds in the house and garages will just be removed. An
unscrupulous rental owner will then have 3 years until the next inspection.
What it will do is raise the cost of renting in this town. It will increase the size of the Community Development
Department and the cost to the rental owners will keep increasing to cover the cost.
We believe that the city should deal with houses /rentals that generate complaints and expand their education
opportunities to teach renters their rights.
