I know it's controversial in the public's eye but it's not. The residents of SLO depend on our city council for good governenance and passing the RHIP will be such a thing. SLO is nice place to live but not a great one. Why, I believe a primary reason is that we have irresponsible landlords and disadvantaged renters. Many landlords are responsible and they feel that government is too intrusive, that they would not benefit from the RHIP but they will. When the landlord conciousness about responsibility is raised, alll citizens benefit. But so far, we can see by the troubled neighborhoods where landlands care little for their neighbors and tenants and allow there properties to run down that there needs to be an ordinance to force them be better property managers. The good landlords need to be recognized too and I believe the RHIP proposed does that and each of you should make that clear tonight .... good behavior by property managers is vital to SLO's overall quality of neighborhoods. I'm disappointed with the council's actions so far towards the goal of neighborhood wellness. It's my understanding that nothing has been spent towards accomplishing this goal so I propose spending money to make a RHIP a well organized and operating reality. We were recently burglarized and the detective working on our case told me that home burglaries are on the rise in our neighborhood ..... Laguna Lake area. I will take what he said as fact and give it to you to support the idea that more needs to be done to ensure that neighborhoods are improved. Home owners are doing their part by keeping their yards tidy and not parking on their front yards but landlords need a push. Please support the RHIP Craig Kincaid SLO
