I would encourage you to continue to bring enforcement actions on the basis of complaints, as opposed to burdening all landlords with additional costs and time commitments. On the one hand, you justify this ordinance based on an increased number of complaints and then turn around and say people are afraid to complain for fear of retaliation. You can't have it both ways. This program represents an unnecessary imposition on responsible landlords and will result in rent increases as additional costs are passed on to tenants in a city where affordable housing is in short supply. It also may be that SLO is actually going to have to start zoning to make it easier to build more accessible dwelling units — such as garages, basements and backyard apartments — to accommodate an increasingly elderly population (See commentary in 5/1 Tribune). These would presumably meet all appropriate building codes, but there is also some merit in the argument that this program will simply force people living in substandard units onto the street. Surely, even a substandard unit is a step above homelessness (although I am not advocating unsafe conditions or ignoring the law). Please consider less oppressive measures to insure that people are housed appropriately. Holly Sletteland Templeton, CA 93465
