Regular Meeting of the Human Relations Commission
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Human Relations Commission was called to
order on Wednesday, April 1, 2015 at 5:09 p.m. in the Council Hearing Room, located at
990 Palm Street, San Luis Obispo, California, by Vice Chairperson Tasseff.

CONSIDERATION OF MINUTES
Motion by Commissioner Clayton, second by Commissioner Troy, carried 7-0, to approve
the Minutes of the Human Relations Commission meeting of March 4, 2015.

BUSINESS ITEMS
1. ELECT CHAIRPERSON AND VICE CHAIRPERSON
ACTION: Motion by Commissioner Clayton, second by Commissioner Pierucci,
carried 7-0, to appoint Commissioner Michelle Tasseff as Chair.
ACTION: Motion by Chair Tasseff, second by Commissioner Sexton, carried 7-0, to
appoint Commissioner Robert Clayton as Vice Chair.

2. REVIEW BYLAWS
Human Resources Manager Zocher summarized the proposed revisions to the
Human Relations Commission bylaws, noting that it will provide more flexibility in
scheduling meetings when needed and eliminates the need for developing work
plans on an annual basis when no changes are proposed.
ACTION: Motion by Vice Chair Clayton, second by Commissioner Jones, carried
7-0, to approve the revised Human Relation Commission bylaws.
3. PRELIMINARY 2015/16 GRANTS-IN-AID SUBCOMMITTEE RECOMMENDATIONS
Human Resources Manager Zocher advised that preliminary Grants-In-Aid
recommendations are $5,000 over budget.
ACTION: By consensus, the Commission directed that funding be reduced by $500
for the top 10 funded organizations.
Commission discussion ensued relative to the rationale for not providing Grants-In-
Aid to the following organizations.
• Achievement House AHI Harvest Garden
• Assistance League – Operation School Bell
• Big Brothers/Big Sisters School Based Mentoring
• Campfire Central Coast- Teens in Action
• Central Coast Grown – City Farm School Project
• CDRC- Early Child Abuse Prevention Therapy
• Cottage Rehab Center
• Forget Me Not – Families United
• Hospice Partners Soul Collage
• The Literacy Council- Literacy Program
• YMCA Financial Assistance for Day Camp
• Senior Volunteer Services New Central Coast Volunteer Program Website
COMMISSIONER COMMENTS
Human Resources Zocher advised that Housing Programs Manager Corey will be serving
as staff liaison in the future. The Commission expressed gratitude to Human Resources
Manager Zocher for serving as staff liaison.

There being no further business, Chair Tasseff adjourned the meeting at 6:15 p.m. to the

CAPSLO Homeless Program
Maxine Lewis Memorial Shelter and Interfaith Coalition for the Homeless Shelter
Third Quarter Report January 1, 2015 – March 31, 2015
Contract Period: July 1, 2014 – June 30, 2015
January
During the month of January 2015, the shelter programs served an average of 69.3 persons per
night; each person received one or more nights of shelter, for a monthly total of 2,147 shelter
nights. The program also served 2,147 breakfasts and 2,488 dinners.
• The ICH shelter host for January 2015 was Mission San Luis Obispo de Tolosa.
The ICH bed total for the month of January was 619.
• Children used 155 bed nights this month for an average of 5 children per night.
In the month of January, 64 total persons in need were turned away for a shelter bed due to over-
capacity, an average of 2.7 persons per night. 8 requests for shelter were turned away because
they were screened out as ineligible for service.
February
During the month of February 2015, the shelter program served an average of 68.7 persons per
night; each person received one or more nights of shelter, for a monthly total of 1,923. The
program also served 1,923 breakfasts and 2,280 dinners.
• The ICH shelter host for February 2015 was St. Stephans Episcopal Church. The ICH
bed total for the month of February was 538.
• Children used 78 bed nights this month for an average of 3.2 children per night.
In the month of February, 87 total persons in need were turned away for a shelter bed due to over-
capacity, an average of 3.1 per night. Another 3 requests for shelter were turned away because
they were screened out as ineligible for service.
March
During the month of March 2015, the shelter program served an average of 74.2 persons per
night; each person received one or more nights of shelter, for a monthly total of 2,300. The
program also served 2,300 breakfasts and 2,708 dinners.
• The ICH shelter host for March 2015 was First Presbyterian Church. The ICH bed total
for the month was 753.
• Children used 137 bed nights this month for an average of 4.4 children per night.
In the month of March, 120 total persons in need were turned away for a shelter bed due to over-
capacity, an average of 3.9 per night. Another 9 requests for shelter were turned away because
they were screened out as ineligible for service.
