That being said, I believe that there are better, more affordable solutions that would accomplish the task of removing the vast majority of the complaints that some people have about these situations. 1. All inspections should first focus on the homes and neighborhoods that have the most problems. I am sure that in the City's study over the past several years, these problem homes and neighborhoods have been identified. I have heard the complaints and I have talked to many people who live in those neighborhoods and they have told me that they feel their complaints have fallen on deaf ears so to speak. I saw a statistic that their were over 800 complaints filed over the past year or so. I believe that the vast majority of those complaints were in the the homes that students rent or in neighborhoods that have prevalent student rental properties. 2. There are already ways to resolve many of these issues. Programs such as SNAP, The Unruly gathering Ordinance, The Noise Ordinance, The High Use Occupancy Ordinance, etc. These ordinances have not been enforced to the extent they should be according to most of the neighborhood groups. The City should adopt a more comprehensive "Complaint Form" that would be required to be submitted to legitimize complaints. This could be done online or by hard copy. The city could keep records of the homes that get complaints. I hope that you and your staff will listen to the problems we citizens see in this ordinance and solutions that we citizens have offered and adjust the ordinance so that it will be workable and provide the resolutions to the problems these neighborhoods have.
