RE: Rental Inspection Ordinance
To whom this letter may concern:
As a business owner in San Luis Obispo of the largest independent real estate brokerage on the
central coast and two property management companies, I recognize the challenges the city is up
against. I feel strongly that this ordinance is a bad policy, and I strongly encourage you to delay a
decision on the rental inspection ordinance until you have had time to hear and heed the advice
from the real estate community on this ordinance. At this time, the main concerns that we have
regarding this issue are:
1. The program cannot be unilaterally enforced — the city does not currently have the ability
to identify every single rental unit in the city.
2. The city needs to be able to separate "neighbor behavior" from "health and safety issues"
— neighbors will use this ordinance as an attempt to curb tenant behaviors
3. The cost of housing will increase — the fees from this ordinance will be passed along to
tenants, increasing the cost of living in this area and forcing the livelihood of our city to
find housing in other areas
4. The cost to the city will be too high —this is, logistically, a larger task than the numbers
reflect. Santa Cruz, the city whose ordinance this was modeled after, runs the program at
a $150,000 deficit. Where is that money going to come from?
strongly feel that, until these issues can be addressed, there are some serious "holes" in this
ordinance that are too large to be ignored.
