Council members -
We are property owners in the City of San Luis Obispo and are writing to express our opinion regarding the
proposed rental property inspection ordinance.
We are adamantly opposed to this ordinance. As some background giving us some educated perspective
regarding this issue, I was a CA licensed real estate agent for approximately 18 years and my husband was a
licensed contractor.
Our children have rented properties in SLO previously while attending college. After our last horrendous
experience, we purchased a rental so that we could be sure that our child wasn't (1) living in substandard or
unsafe housing and (2) was not being taken advantage of by unscrupulous owners /property managers.
During the time that our older son was renting, he and we called the building department /city offices more than
once due to unsafe conditions and were told "we don't have the manpower or time to check out these
issues ". We had to enlist (pay for) an attorney to get him out of an unsafe living situation and pay for an
inspector to prove it was unsafe. Imagine our surprise to learn of this ordinance indicating that the department
will have plenty of time to inspect every "single- family and duplex" rental every three years! I assume the
wording is to exclude apartment complexes (some which are the worst) and some particular dorm type
apartment units. How will the department decide which dwellings will be inspected first, second, etc.?
We strongly feel that the department's time and money could be more wisely spent by investigating complaints
from tenants. If owners knew that when a tenant called to complain that it would be investigated, they might
clean up their act rather than incur possible fines.
We encourage the rejection of the proposed policy and would encourage a policy that ensured complaints would
be inspected.
