It is come to our attention that you will be considering the development of a trail that is proposed to ascent to the top of Terrace Hill from Rachael Court. The original proposal was to direct the trail to the south of a retaining wall that lies at the end of the Rachel Court cultesac. We are opposed to that alignment and suggest an alignment to the north of the retaining wall for the following reasons: • The south alignment would go right next to our condo in an intrusive manner. • The south alignment would intrude on two of the unfenced Leland Terrace condos and one of the new fenced Rachael Court houses. The north alignment would only pass by one fenced Rachael Court house thus inviting less intrusion. • The south alignment would pass above the retaining wall which has in insufficient guard rail in the event that children strayed from the trail. The north alignment would not pass by the top of the retaining wall and thus present less liability. • The purpose of the trail is for the benefit of the residents in the Rachael Court neighborhood and therefore, the trail should be adjacent to their neighborhood rather than Leland Terrace. • Because both alignments would go up a steep grade, both would be equally challenging to construct. • Because only one side of Rachael Court will have parking, there is inadequate parking for a trailhead. • There are already three trails ascending Terrace Hill and one of them is a short walk down the street from Rachael Court. An additional trail up Terrace Hill appears to be unnecessary. • It has been proposed that the city needs to construct a trail so that the residents don't cut their own trail. But that was done on the current trail off of Rachael and Jennifer Streets where the residents cut their own trail straight up the hill. It is our concern that even if the city cut a new trail off Rachael Court to the south of the retaining wall, the residents would cut their own trail anyway which would go right under our deck. The north alignment goes more directly up Terrace hill and would be less susceptible to trail cutting. We propose that the best solution would be to block off the access to Terrace Hill with a fence. This would no doubt be less expensive and would avoid future maintenance issues.
