HomeMy WebLinkAbout01-07-04 PRC MinutesI:\Parks & Rec Commission\2004\Minutes\01.07.04 minutes.doc Parks and Recreation Commission MINUTES City-County Library Conference Room Wednesday, January 7, 2004 7:00 p.m. CALL TO ORDER: Chair Peter Dunan called the meeting to order at 7:00 p.m. ROLL CALL: Chair Pete Dunan, Commissioners Debbie Black, Gary Clay, Jill Lemieux, Jim Neville, and Bill Pyper. ABSENT: Ty Griffin STAFF: Director Paul LeSage, Todd Beights, Brandi Diffenderfer, Wolfgang Knabe, and Cindy McDonald. CONSIDERATION OF MINUTES: The minutes of the November 5, 2003, meeting were approved as submitted. PUBLIC COMMENT PERIOD: Don Dollar, San Luis Obispo citizen: Would like more funding for the Ranger program because of the amount of open space the Rangers patrol. Disappointed in the article that the Tribune ran regarding the night riding on and in open space. 1. Volunteer of the Month Chair Dunan presented Toni Osweiler as the Volunteer of the Month. 2. Film Ordinance and Regulations This item was pulled from the agenda and continued to the next meeting. 3. Budget related: Feedback: Two-step process for developing Council goal recommendations Commission discussed the budget processed. 4. Bishop Peak Natural Resource Conservation Plan Michael Clarke, Ph.D., City Biologist presented the Bishop Peak Natural Resource Conservation Plan to the Commission. Fire Chief, Wolfgang Knabe, worked together with Dr. Clarke and is very interested in preserving the environment. Dunan opened public comment. Don Dollar submitted a written document via email. Noted that this is our key landmark. Has concerns with a maintenance road and a road for emergency needs. Would like to see some of the grazing plans. Pam Heatherington, ECOSLO supports Mr. Dollar’s suggestions, but does not think private property would be in denied in emergencies. Has a concern with roads on this property. Gary Felsom, San Luis Obispo citizen asked about a recreation plan and a grazing plan. He also suggests putting in the map in the plan. Thanked Dr. Clarke for all of the work put into the plan. John Knight local user, (one to five hours a week), commented that staff did a great job on the plan. Commission discussed the plan and thanked the speakers for their thorough comments. Commission also thanked Dr. Clarke for his work. The item will be continued to the next meeting. 5. Directors Report LeSage briefed the Commission on the following projects: Donation Gift Catalog Santa Rosa completed with minor revisions needed. Laguna Hills Playgrounds projects Stockton fields Disc golf El Chorro Park CPRS Projects Rotary clubs with the centennial project for the Mitchell Park project. 6. Staff Reports Brandi Diffenderfer, Senior Park Ranger distributed the Department’s report and gave the commission a brief description regarding trail maintenance. Diffenderfer introduced Jason Pinkerton, Senior Lead Park Ranger who explained to the Commission how to create/build a trail. Todd Beights, Parks Maintenance, updated the Commission with various park projects. 7. Committee Reports Commissioners gave reports on Committees they attended. Tee Committee – Griffin Joint Use Committee – Black Mayors Youth Task Force – Dunan Jack House Committee – Pyper Open Space - Clay Golf - Lemieux Therapy Pool – Neville 8. Communications None. 9. Adjourned The meeting adjourned at 9:20 p.m. to the February 4, 2004 meeting.
