MINUTES

CALL TO ORDER: Chair Craig Kincaid called the meeting to order at 7:00 p.m.
ROLL CALL: Commissioners: Craig Kincaid, Gary Havas, Steve Davis, Ron Regier and Jeff

CONSIDERATION OF MINUTES:
MOTION: (Davis/Whitener) Approve the August 4, 2010 minutes as submitted.

1. Public Comment
None.
2. Volunteer of the Month
The Counselor in Training program is an opportunity for teens, ages 14-16, to make a difference in
the lives of younger children at Summer Camp. CIT’s complete 25 hours of training before then
volunteering for up to 7 weeks of their summer in assistance to Camp Staff. As support to Camp
Staff, CITs perform many duties, including: leading activities, overseeing groups of Campers,
helping Campers resolve problems, preparing for and assisting with clean up at Camp, attending
weekly meetings, and participating on field trips. CIT’s are expected to act in a professional manner
that represents both The City of San Luis Obispo and Parks and Recreation’s Youth Services
Division in a positive manner.
This summer, the group of CIT’s was extraordinary! Not only did the participation triple from past
years, but the CIT’s also showed dedication, enthusiasm and professionalism. CIT’s supported staff
and Campers while hiking South Hills for a Ranger-led hike; stood with a watchful eye while
Campers swam at the SLO Swim Center; supervised Campers at Mustang Waterslides; guided
Campers through a tour of the San Luis Airport; encouraged Campers as they worked through a
ropes course; and physically labored as they helped to set up for many special Camp events
including a Camp Carnival, Movie and Dance Party, an old fashioned Hoe-Down, Workin’ on the
Railroad Day with community guest speakers and much more!

The CIT group was an integral part of the success of Youth Services KidVENTURE Ultimate
Summer Camps 2010. Not only did they give invaluable support to the Camp Staff Team, but they
made the experience for Campers more memorable through their daily interactions and the fun they
brought to Camp each and every day! The group of 2010 CIT’s deserves to be recognized for their
hard work, time and dedication this summer.
It is with great appreciation that the Parks and Recreation Commission recognizes the CIT group as
the Volunteer of the Month.
3. Proposed Statement to Council Regarding Damon Garcia Sports Fields – Jeff Whitener,
Subcommittee Chair
Last month a Subcommittee was formed at the request of the PRC on the topic of the Damon Garcia
fields and needed resources. It was felt that existing fields fall short of the community need and fall
short of the needs that they were intended to address.
Subcommittee Chair Jeff Whitener provided an update to the Commissioners on the findings of the
subcommittee composed of himself and Commissioners Davis and Regier. The Subcommittee
crafted a statement for review which was handed out to Commissioners. Whitener noted the item
will be submitted as a letter to the Council September 21 and that he will attend the meeting to give
public comment.
Commissioners discussed favorably. Acting Director Stanwyck went into further detail on the
outdated computer system which does not allow for live viewing or provide data suitable for
analysis and is in other ways limiting. Recreation Supervisor Bremer explained facilities permitting
system.
Chair Kincaid opened for Public Comment.
Tim Townley, Central Coast Soccer, runs the Monday night coed adult league Monday nights at
Damon Garcia. Spoke of the high use of fields Monday nights, possible field rotation or alternate
closure dates, use of Biddle Park and use of locally designed computer program,
Steven Rigor, SLO Soccer Club, spoke of annual tournament involving up to 190 teams from
Walnut Creek to San Diego and bringing in approximately 10,000 visitors and families. Use of Cal
Poly fields this year was helpful; always looking for additional fields for more opportunities for
play.
No additional public comment.
Chair Kincaid thanked the subcommittee for their work.
MOTION: (Regier/Havas) Approve the letter to City Council as written and direct staff to deliver to
City Council September 8th.

4. Sinsheimer Stadium Use Agreements – James Bremer, Facilities Supervisor
Facilities Supervisor James Bremer provided information to the Commissioners on changes made to
the Sinsheimer Stadium Use Agreements after the last meeting of the Committee for Joint Use of
Recreation Facilities.
Commissioners discussed and inquired as to the relationship of the teams. Supervisor Bremer spoke
very favorably of both teams under the current management and explained the advantage to both
teams of having the more common five-year contract (rather than a one or two year) in order to
attract sponsors that may assist in renovations to the stadium.
MOTION: (Davis/Havas)
1. Approve the recommendation of a five-year use agreement between the City of San Luis Obispo and
the San Luis Obispo Baseball Alliance, LCC for the rental for the San Luis Obispo Baseball Stadium
starting with the 2011 season, and direct staff to forward the committee’s recommendation to the City
Council.
2. As recommended by the Joint Use Committee, approve the recommendation of a five year use
agreement between the City of San Luis Obispo and San Luis Obispo Rattlers Baseball Development
Group, Inc. for the rental of the San Luis Obispo Baseball Stadium starting with the 2011 season, and
direct staff to forward the committee’s recommendation to the City Council.

5. 2010 Wes Conner Award & Volunteer Recognition Event – Shelly Stanwyck
Acting Director Shelly Stanwyck provided information to the Commission on nominees for this
year’s Wes Conner Award. Biographies were handed out. Commissioners discussed and suggested
adding Stacey Truelson and Debbie Black to the list for next year. Also requested reviewing criteria
for selection in January of next year for a March selection date.
MOTION: (Regier/Whitener) Recommend Lee Hollister as this year’s recipient of the Wes Conner
Award.

6. Advisory Body Goal Setting Preview – Shelly Stanwyck
Information was given to Commissioners on the annual Advisory Body Goal Setting. Acting
Director Stanwyck explained the process to the Commissioners. Will place on agenda for October
6 PRC meeting with a decision by November 3 meeting in order to submit to Council by November
4. Suggested goals number 3 to 4. Other Department Committee’s goals will be shared. Gave
example of packaging goals such as a wellness theme embracing healthy living in the community.
Commissioners requested reviewing last year’s list of goals at next meeting. Also requested
Department managers attend next PRC meeting to answer questions.
7. Staff Report – Macon
Recreation Supervisor John Macon introduced himself to the Commissioners and gave an update to
the Youth Services Program. Highlighted were summer programs often serving more than 200
children per day, an experienced summer staff comprised primarily of existing school year staff,
Junior Giants, school year programs planned, the Quest program and remodeled high school after
class drop-in program (Program X) now called SLO-Teens with more of a focus on mentoring and
learning, new partnering with the Sports division, and goal of helping kids feel good about learning.
Uniformity, marketing and outreach for more families are future best practices goals.
8. Director’s Report – Stanwyck
Acting Director Stanwyck gave the Director’s Report and briefed the Commission on the following
projects:
o Laguna Lake Playground inspections completed. A few outstanding fixes,
otherwise open and ready for use.
o Laguna Lake Dredging. Council directed staff to return with a CIP to improve the
lake depth. P&R staff is involved in this project. Intent is to see what the costs are
for facilitating a 9 foot depth of varying size.
o Skate Park. Over $2,000 raised at Jack House event. Expect news from the State of
California at the end of the month.
o Roller Hockey Rink. Operational. YMCA hosting a tournament this weekend.
Dedication and official ribbon cutting is set for September 29 at 4:00 p.m.
o Damon Garcia Overflow Parking. Working with SESLOC, graciously agreed to
continue to lease us the land for $1.00 per year.
o Pool Closure. Started on Monday August 30, re-opening September 11.
o Stenner Springs approved for skills “park”. Council adopted agreement with
FASTA to allow work at Stenner Springs and construction of a mountain bike skills
area.
o Box Art Festival is Saturday, September 25, 11-3 p.m. at Garden Streets. 16
utility/traffic signal boxes will be painted downtown that day.
o Creek Day is October 2 starting at Santa Rosa Park.

o Froom Ranch Work Day. First public work day at the new property to build our
first trail addition is Saturday, November 6.
o Parks and Recreation Element Update. Very preliminary talks with CDD to
create a project plan, will return with a broad scope and presentation by the planning
experts.
o Volunteer Appreciation Dinner September 22 at Ludwick at 5:30 p.m.
o Future Agenda Items – October
Goal Setting for Council.
Parks Programming and Adult Programming; Focus on increasing the adult
programming offered? How does the City determine whether a program is
best run by the City, offered as a contract class, or conducted as a joint
venture.
What provides the most opportunity (for youth and adult programs) to
maintain or increase programs in these tough economic times.
Discuss option of creating a Damon Garcia Users group comprised of Parks
and Rec Staff/Commissioners, Public Works staff and youth and adult user
groups that would act as the balance point and advocacy group between field
preservation and use.
9. Committee Reports
Commissioners provided the following reports:

Commissioner Hensinger was not available to report on the most recent meeting of the Tree
Committee.
Commissioner Davis reported did not have a recent meeting of the Youth Sports Association to
report on.
Commissioner Havas reported on his most recent communications with Natural Resources Manager
Neil Havlik regarding Open Space issues including trail routes at Froom Ranch – mid-November
anticipated open for public use, trail easement discussions planned to connect Froom Ranch and
Johnson Ranch; beginning to implement Orcutt Area Specific Plan – hope to included dedication of
Righetti Hill Open Space; donor agreement for installation and maintenance of Stenner Springs
skills area signed by CCCMB – circulating for staff signatures; Agricultural Area Master Plan to
PRC November or December.

Commissioner Havas did not attend the most recent meeting of the Bicycle Advisory Committee.
Commissioner Whitener reported on the Joint Use Committee’s last meeting where Priorities for
Use were further discussed and minor corrections made to the Sinsheimer Stadium Use Agreement.
Commissioner Hatch was not available to report on the most recent meeting of the Jack House
Committee. Chair Kincaid reported on recent success in cleaning out the carriage shed on Monday
and potential future plans to run electricity.
Commissioner Regier reported on the Laguna Lake Golf Course. Rounds and revenues down 10%,
mostly in July. Achievement House still going through permit process, Annual 9-11 Ceremony will
be Friday, September 10 at 10:00 a.m. The Kiwanis Club of SLO is hosting a benefit golf
tournament on Saturday, September 18 with proceeds going to both the First Tee program and SLO
Symphony Instruments for Kids Program. Greens continue to do much better than last year –
monthly flushing scheduled for mid-September.
Regarding the Food and Beverage Concession, Commissioner Havas wished to state that an ideal menu
could (optimally) even attract non-golfers.
