HomeMy WebLinkAbout01-05-11 PRC Minutes1-1 Parks and Recreation Commission MINUTES Council Chambers, 990 Palm Street San Luis Obispo, CA Wednesday, January 5, 2011, 5:30 p.m. CALL TO ORDER: Chair Craig Kincaid called the meeting to order at 5:32 p.m. ROLL CALL: Commissioners: Craig Kincaid, Gary Havas, Steve Davis, Ron Regier, David Hensinger, Kylie Hatch and Jeff Whitener ABSENT: None STAFF: Director Shelly Stanwyck, Marti Reynolds and Jay Walter PUBLIC COMMENT Jeff Hollister, President Cal Ripken/Babe Ruth, San Luis Obispo gave Commissioners a handout concerning youth field use priorities. Jeff feels there is a conflict in field usage (by youth) between his group and a club team scheduled for spring and summer. Jeff requested priority of use for baseball fields by Cal Ripken/Babe Ruth before other youth teams because he has more league usage than do club teams and not all club members are from the City. Director Stanwyck clarified that all youth groups are not prioritized and explained challenges. Staff will return to the PRC with further analysis at a future meeting and let Mr. Hollister know about any public meetings on this topic. 1. Consideration of Minutes MOTION: (Hatch/Havas) Approve the December 1, 2010 minutes as amended. Approved: 7 yes: 0 no: 0 absent 2. Volunteer of the Month It is with great appreciation that the Parks and Recreation Commission recognizes Todd Mills as the January Volunteer of the Month. Todd Mills has participated in the Community Garden Program as a gardener for the past 6 years at Emerson Garden. He not only tends to his personal garden plot but is always willing to lend a hand to other gardeners who need extra muscle or gardening expertise. Todd has voluntarily enhanced the Emerson Park Community Garden by keeping paths clear of weeds and covered in woodchips. He has also spearheaded a beautification project in the garden by building borders around the common areas and maintaining the shrubs and trees around the perimeter. Todd is an excellent gardener and will be missed in the garden as he sets off for new adventures traveling with his fiancée Tami. Todd enjoys growing flowers, especially roses, and likes learning about how they grow. Todd is the go-to gardener who has been responsible for increasing the Parks and Recreation Commission Minutes January 5, 2011 Page 2 of 5 1-2 diversity of the garden with his wide selection of flowers. When he is not gardening, Todd enjoys hiking and biking around San Luis Obispo. 3. Presentation: Public Works Update – Jay Walter, Director, Public Works Public Works Director Jay Walter updated the Commissioners on conditions of water flow and flooding resulting from recent storms and current Public Works projects. Also reported on assessment of the Department being done by an outside consultant. A draft will be up for review by Council soon and ultimately report will help lead into next budget cycle. Updated on conditions of Damon Garcia field conditions after close of soccer season; results of using PRZ recommendations for turf. Commissioners entered into short discussion on future Bermuda grass use in high wear areas and the desirable addition of field user groups. Director Walters also explained the use of a larger capacity bridge to avoid flood potential with Prado Road extension. 4. Review 2011 Criteria for Wes Connor Award and Establish Selection Process – Shelly Stanwyck, Director Director Stanwyck and Chair Kincaid led the Commissioners in reviewing the criteria for the Wes Connor award. Commissioners were given a copy of previous guidelines used for award selection, established September 2007. Noted that residency in San Luis Obispo was removed as a requirement by the PRC last year. It was determined criteria did not address how nominations were made or how nomination pool is broadened (staff and commissioner recommendation). Commissioners also requested opportunity to be reminded when nominations are due so time allowed for research before voted upon in July. Language of criteria was discussed among Commissioners and changes were made as follows: 1. Honoree must have worked volunteered to advance the goals of the Parks and Recreation Department opportunities in the Community of San Luis Obispo for at least 10 years. 2. The honoree’s efforts must have been directed toward the benefit of multiple recreational interests groups within the City. 3. The honoree may not be an employee of the City or a member of the Parks and Recreation Commission at the time of selection. 4. Nominations can come from any source (staff, commissioners, and others). Staff will forward to Commissioners all qualified nominations at its July meeting. Staff will work toward posting information about the award and awardees on the Parks and Recreation webpages to promote the award as well as acknowledge the community service provided by these dedicated individuals. New Idea: Corporate and Individual Open Space Trail Adoption Program – Shelly Stanwyck Director Stanwyck presented the Commissioners with background of idea for an “Adopt a Trail” program proposed at a recent JUC meeting and requested feedback about the concept before proceeding further. Essential to program is a specific policy that does not result in a highly commercialized effort. Staff will develop draft concepts for PRC and other stakeholders such as Central Coast Concerned Mountain Bikers (CCCMB) to review and before seeking the PRC’s final approval and recommendation to Council . Commissioners discussed concerns with what sponsors would be looking for in return; size of trails not conducive to multiple signs. Director Stanwyck explained land management plans would be used to guide which groups might be interested in volunteering. For instance at Bishop Peak mountain biking is prohibited so, volunteers would be those who are interested in hiking and climbing.. Director Stanwyck will proceed to work up language, review the concept with other interested stakeholders, and provide Commissioners on future agenda. 6. Proposed Field Trip Meetings in 2011 – Shelly Stanwyck Director Stanwyck asked Commissioners for preferences in location of future field trip meetings. The Ludwick Community Center, Meadow Park and Golf Course Pro Shop were listed as potential future meeting areas in lieu of Council Chambers. It is hoped these field meetings will encourage local neighborhood attendance. Public posting of agendas will highlight change in location. March or April is anticipated to be first off site meeting. Commissioners were very positive with proposal. 7. Staff Report None. 8. Director’s Report – Shelly Stanwyck Director Stanwyck gave the Director’s Report and briefed the Commission on the following projects:  March 24 Advisory Body Dinner as organized by the City Clerk’s office.  Giants World Series Trophy Tour. In the process of coordinating with the Giants: the Downtown Association and our department will organize a public viewing of the World Series Trophy. Radio Announcer Mike Kruka lives in SLO; this will be the trophy’s most southern stop. Targeting an end of February, Thursday Farmer’s Market Night viewing. Staff will take as an opportunity to promote the Junior Giants program, recruiting Parks and Recreation Commission Minutes January 5, 2011 Page 4 of 5 1-4 participants and volunteer coaches.  Damon Garcia (as covered by Public Works Director Walter). Meeting with seed company to test patch, two commissioners welcome to attend meeting.  Ludwick Community Center. Flooring redone in Gym; new locks to prevent kitchen damage.  Aquatics. Unlike Cuesta, our pool is presently full of water (meaning increased attendance).  Johnson Ranch Trail. Weathered the rains fairly well, some slide areas. Through Generosity of a local soils engineer, areas will be assessed for potential reroute of some washed out sections to better long term spots.  Froom Trail bridges done; trail to open once dries out enough.  Snow Night is Thursday, January 13th during Farmers’ Market.  Donations Received and Approved or About to be Approved by Council.  Cyd Holcomb: Public Art Piece at Meadow Park, RFP end of month  SLO Community Foundation, $12K: Inclusive Afterschool Sports Program, CL Smith. Skills to be developed for upcoming sports.  Community Forum Next Tuesday, January 11 at 6:30p.m. Commissioner Davis discussed a request letter to youth groups to speak on Damon Garcia and tennis. 9. Committee Reports Commissioners provided the following reports:  Tree Committee – Hensinger  Joint Use Committee – Whitener  Youth Sports Association - Davis  Jack House Committee – Hatch  Open Space – Havas  Golf – Regier  Bicycle Committee – Havas Commissioner Hensinger reported there was no recent meeting of the Tree Committee. Commissioner Davis reported there was no meeting of the Youth Sports Association recently other than executive board. Commissioner Havas shared recent communications from Natural Resources Manager Neil Havlik regarding Open Space issues including information on Agricultural Area Master Plan to come before PRC in March--calls for local non-profit organization to operate site; Irish Hills Conservation Plan Update--Mountain Brook Church ready to sign trail license, trail route identified; Ranger Bijan Riley working on Conservation Plan Update--Workshop tentatively January 27; Storm Damage on new trail at Froom Ranch and South Loop of Johnson Ranch; Skills Parks and Recreation Commission Minutes January 5, 2011 Page 5 of 5 1-5 Area at Stenner Springs; Reservoir Canyon PG&E access road and future trail pending response from PG&E. Commissioner Havas reported there was no recent meeting of the Bicycle Advisory Committee. Commissioner Whitener reported there was no recent meeting of the Joint Use of Recreational Facilities Committee. Commissioner Hatch reported there was no recent meeting of the Jack House Committee. Commissioner Regier reported on the state of Laguna Lake Golf Course; rounds are down only 2% as compared to last year. Director Stanwyck added to the report with information on ongoing efforts in construction of Food Services concession area. IT and Utilities moved fiber optic by inserting a hole into the wall as suggested by Director rather than cutting and rerouting, thus saving $5k. Some rewiring was done due to storm outages. First newsletter went out with positive feedback as a great marketing tool. 10. Communications May is bike month; visit www.rideshare.org 11.
