HomeMy WebLinkAbout09-05-12 PRC Minutes1-1 Parks and Recreation Commission MINUTES Council Hearing Room 990 Palm Street San Luis Obispo, CA 93401 Wednesday, September 5, 2012, 5:30 p.m. CALL TO ORDER: Chair Steve Davis called the meeting to order at 5:30 p.m. ROLL CALL: Commissioners: Steve Davis, Jeff Whitener, Susan Updegrove, David Hensinger and Michael Parolini ABSENT: Craig Kincaid and Ron Regier STAFF: Shelly Stanwyck, Marti Reynolds Public Comment None. 1. Consideration of Minutes MOTION: (Whitener/Updegrove) Approve the August 15, 2012 minutes as amended. Approved: 5 yes: 0 no: 2 absent: (Kincaid/Regier) 2. Volunteer of the Month - Davis It is with great appreciation that the Parks and Recreation Commission recognizes Joel Conn as the outstanding volunteer for the month of September. Joel Conn is a veterinarian and owner of Pismo Beach Veterinary Clinic in downtown Pismo Beach. Joel is a member of the Rotary Club of Pismo Beach/Five Cities and has been a board member since 2010. He was also a 2009-2012 board member of the Mid Coast Veterinary Medical Association and 2012 President of the Central Coast Professional's Network. Along with a few other local players, Joel founded Central Coast Ultimate in 2010. Ever since being introduced to Ultimate by his wife during veterinary school at UC Davis, Joel has had a nearly insatiable appetite for the sport and plays 5-7 days a week! The great thing about Ultimate is that it is inclusive of all skill levels and ages and can be played with almost no equipment or expense: just a disc, some people, and a few cones. Though it is not a very populous area, San Luis Obispo County is becoming a mecca for Ultimate, with organized pickup games occurring everyday (and sometimes twice a day) year round! As one of the founders of Central Coast Ultimate, Joel has helped further the sport in this area and the most recent San Luis Obispo Summer league had nearly 100 players from Santa Maria to Paso Robles. For the past year, Joel has been happy to act as officiant of the SLO Parks and Rec sponsored Ultimate Pickup League that runs from Fall to Spring. Joel is extremely grateful to have access to the beautiful fields of Damon Garcia and to see new players picking up the sport each season. Sinsheimer Park Tennis Court Usage for Women’s League Play – Stanwyck Director Shelly Stanwyck gave background information to Commissioner on the women’s and men’s league requests and why decisions of scheduling needed to come before the PRC. Public Comment Roger Card, San Luis Obispo (with Dick Bray); applied online the end of August for the 8 a.m. timeslot then decided to withdraw and hear options without realizing the PRC would be meeting at the beginning of the month. Claims Tuesday reservations were always 10 a.m to12 p.m. until last year. Suggest 8 to 10 a.m. and 10-12 p.m. schedule. Wants best solution for entire tennis community. Will remove his reservation. Maria Hutkin, San Luis Obispo; scorekeeper and plays on league at Sinsheimer. Explained structure of the Women’s Tennis League organization and challenges of scheduling. Aysegul Hromyak, San Luis Obispo; would like to keep consistent and start at 9 a.m. through 11 a.m. as there are many mothers who pick up their children at 12 p.m.; impacts women’s leagues and those who come from out of town; feels 9 to 11 a.m. would accommodate all. End of Public Comment. Director Stanwyck clarified how Parks and Recreation handles reservation requests. Commissioners discussed scheduling in detail and questioned public commenters to gain a better understanding of the requests and situation at hand. MOTION: (Hensinger/Parolini) Approve the requested Central Coast Women’s Tennis League play dates for the 2012-13 Season Approved: 5 yes: 0 no: 2 absent: (Kincaid/Regier) 4. Sinsheimer Park Priorities of Use Revisions - Stanwyck Director Stanwyck gave history on Sinsheimer Park ownership by school district and maintenance performed by the City and explained priorities for use. The priorities for use were then opened and projected on-screen for editing by the Commissioners during discussion of each element. Public Comment Roger Card, San Luis Obispo added he believes there would be many angry people if were not allowed court use without notice. Director Stanwyck clarified there would be 30 day’s notice. Jim Galusha, San Luis Obispo owner of Silverado Stages, firm believer in partnering with government. Explained challenges of collegiate play scheduling for the Blues and Rattlers teams and the expense of away games. Would like reduction in fees; feels fees paid to the City of San Luis Obispo are much higher than other city’s fees. Would like increased opportunity for home games which, besides being of entertainment value, would bring more visitors and business to town. Inquired about plans to refurbish the stadium building and noted termite damage. Karen Gray, San Luis Obispo Would like early summer deadline to make commitments and submit all requests at once. Chair Davis added that there would be a future meeting intended for user’s to have a chance to suggest policy changes but not necessarily at this time. End of Public Comment. Commissioner Davis asked this item be placed on April’s agenda to check for any issues that may need addressing, otherwise the priorities for use will run in effect indefinitely.” MOTION: (Whitener/Updegrove) Approve the modifications to the Priorities for Use at Sinsheimer Park as noted with a focus on reduced involvement in scheduling by the PRC and with direction to staff to return with a report on stadium use. Approved: 5 yes: 0 no: 2 absent: (Kincaid/Regier) 5. Public Outreach and Engagement Brainstorming - Davis Commissioner Davis gave background on ideas for increased public outreach and engagement at PRC meetings. Hopes to develop an annual plan to discuss programs and facilities and develop a coherent pattern focusing on needs. Tools include possibilities with future website upgrade, quarterly newsletters, continue new slides on Channel 20 and the ability to email or text blast with new Active software. Commissioners agreed that attendance is usually up when there are issues of concern and that low attendance is not necessarily a negative indication as long as it is not due to a lack of information being provided to the public. Commissioners agreed to work with the Director on next steps and move forward each month to set plan in motion. 6. 2013-15 Financial Plan Process and PRC Discussion of Needs and Goals - Stanwyck The 2013-15 Financial Plan was adopted by Council on September 4, 2012. Director of Finance Charles Bourbeau will be attending next month’s PRC meeting to give Commissioners a presentation. Commissioners will then begin discussion of goals for next two-year cycle. 7. Monthly Report: Increasing Play at Damon Garcia Sports Fields – Davis and Whitener Commissioner Whitener reported on the sports fields and discussed the soccer organization and a permit application from Tim Townley. Passed a comment he heard on to Parks Maintenance that the fields were the “best in the county.” 8. Director’s Report – Stanwyck Director Shelly Stanwyck reported to the Commissioners. Volunteer Banquet September 19. Bike Rodeo September 8 at Emerson Park in a joint effort with SLOPD. Sun & Fun and STAR at capacity at Bishop Peak (meaning wait lists). Rangers are winterizing, future trail work days to connect Johnson Ranch to Irish Hills. Recruiting assistant at coordinator level who will report to James Bremer. New Americorp worker to work with Teen Programs. Commissioners expressed interest in a presentation. Softball in full swing. Soccer clubs goals need repair – soliciting donations from users. Agenda in October will include Derek Crawford regarding SESLOC plan for development and Peggy Mandeville for the bicycle master plan 9. Committee Reports Commissioners provided the following reports:  Tree Committee – Hensinger  Jack House Committee – Updegrove  Open Space –Kincaid  Golf – Regier  Bicycle Committee –Regier  Damon-Garcia Sports Field - Whitener  School District/Youth Sports - Parolini Commissioners Parolini will report on the School District and Youth Sports in the future; scheduled to meet next week. Commissioner Hensinger reported on the most recent meeting of the Tree Committee and that they are working on expanding membership and thus increasing quorum; consent to move through agenda more quickly. Explained recommendations made by City Arborist. Commissioner Kincaid was not present to report on Open Space topics. Commissioner Regier was not present to report on the Bicycle Advisory Committee or Golf. Commissioner Updegrove reported there was no meeting of the Jack House Committee since the last PRC meeting. Commissioner Whitener reported on Damon Garcia sports field prior to this item. 10. Communications None. 11. Adjourned The meeting adjourned at 7:32 p.m. to the October 3, 2012, Meeting of the Parks & Recreation Commission to be located in the Council Chambers.
