HomeMy WebLinkAbout04-02-14 PRC Minutes1-1 Parks and Recreation Commission DRAFT - MINUTES Council Chambers 990 Palm Street San Luis Obispo, CA 93401 Wednesday, April 2, 2014, 5:30 p.m. CALL TO ORDER: Chair Davis called the meeting to order at 5:30 p.m. ROLL CALL: Chair Davis and Commissioners Ryan Baker, Ron Regier, Jeff Whitener and Susan Updegrove ABSENT: Craig Kinkaid, Michael Parolini COUNCIL: None STAFF: Shelly Stanwyck, Melissa Mudgett Public Comment None. 1. Oath of Office City Clerk, Anthony Mejia, facilitated an Oath of Office for Commissioners Jeff Whitener and Ryan Baker. 2. Consideration of Minutes MOTION: (Updegrove/Regier) Approve the March 5, 2014 minutes as amended. Approved: 5 yes: 0 no: 2 absent 3. Election of Chair and Vice Chair Steve Davis was nominated to serve as Chair. Commissioner Jeff Whitener was nominated to serve as Vice Chair. MOTION: (Regier/Updegrove) Elect Steve Davis as Commission Chair and Jeff Whitener as Vice Chair. Approved: 5 yes: 0 no: 2 absent 4. Bylaws Review and Revisions – (Committee) April is the annual review of Bylaws and an opportunity for discussion of recommended changes. Commissioner Updegrove asked if the Bylaws should be amended to include a Joint Use Agreement with Cal Poly. Director Stanwyck spoke about the Joint Use Agreement with the School District and noted that typically Bylaws are not specific to task items. However, a conversation with Cal Poly Parks and Recreation Commission Minutes – April 2, 2014 Page 2 of 5 1-2 about partnering opportunities can certainly be a goal of the PRC. Chair Davis asked about the nature of the School District’s Joint Use Agreement. Director Stanwyck responded that it is a facility use agreement for use of school gymnasiums and school fields for fustol, flag football and basketball. Additionally there are one to two rooms per school sites provided for City Youth Services’ after school care and summer camps. There are six identified school site locations (CL Smith, Pacheco, Hawthorne, Bishop’s Peak, Sinshiemer and Laguna Middle School). The Joint Use Agreement also articulates the Ranger patrols of school sites and fields, as well as the terms of the Sinshiemer pool use. The City meets monthly with the School District to collaborate on programs and services. Director Stanwyck offered to invite the School District’s Deputy Superintendent, Ryan Pinkerton, to the June or July PRC meeting as a wonderful opportunity to develop relationships between the two agencies. There were no recommended changes to the Bylaws. 5. Park Tour 2014 Discussion of Dates and Locations (Stanwyck) Director Stanwyck provided some possible locations for the annual park tour. Options such as Reservoir Canyon Bridge, Johnson Park, SLO Skate Park, Froom Ranch, Roots of the Community Public Art/Community Garden, Damon Garcia Sports Fields, Water Reclamation and Recovery Facility (WRRF), LOVR Bike Bridge. Jack House and other “green” bike lanes. Commissioner Whitener said he would like to visit the WRRF, the new LOVR Bridge and the future location of Islay Park. Director Stanwyck said she could work on approval from landowners, Righetti Properties. Chair Davis recommended the new City Farm (SLO Grown, open 11-2:00pm). Commissioners Whitener and Davis said they would like to see both of the tennis court locations, located at Sinshiemer Park and SLO High School. Gary Havas, a member of the public, mentioned the Octagon Barn. Although this location is not within City limits, staff is working with the Land Conservancy to host this location as the central coast bike hub. A tentative date of June 19, 2014 was discussed with an a.m. hike, lunch break and afternoon tour. The proposed locations and dates will be presented to the Commission at its May 7, 2014 meeting. 6. (Still looking for volunteers). Cuesta College Job Fair on 4/8 Community Services • Gazebo and Bathrooms are under construction • Skatepark Bid Award on April 15 • Monster Skate (March - May 10) SLO date is 4/12 • Jack House Egg Hunt& Mother’s Day – all being worked on Other Director Stanwyck said she was working with a facilitator for the proposed Parks & Recreation Element update half-day Saturday workshop in May or June 2014 (Dale McGee). The Commissioners provided their tentative availability for the month of May. May 31st was proposed as the tentative date. Director Stanwyck will continue to work with the facilitator and provide the Commission with an update at its May 7, 2014 meeting. Director Stanwyck updated the Commission on the progress with recycled water at Damon Garcia Sports Fields and Laguna Lake Golf Course. City staff in Utilities, Public Works and Parks and Recreation Departments continue to meeting monthly and are making progress on identifying soil conditions and future policies/practices for recycled water field maintenance. An update will be provided to the Commission at its May 7, 2014 meeting. Director Stanwyck updated the Commission on the City’s budget documents, processes, and pending Fee Study and Contingency Planning. The Commission will have an opportunity to review proposed fees prior to its submission to City Council. 7. Subcommittee Liaison Reports and Liaison Appointments Commission decided to postpone liaison assignments until May when all of the Commissioners would be available to select a subcommittee. No reports for Tree Committee or Open Space. Commission Updegrove said the Jack House Committee did not meet last month. However, volunteers and docents recently prepared the house for its annual cleaning before the reopening in May for Mother’s Day. The capital construction projects for the restroom remodel and gazebo are currently under way and are expected to be completed prior to the Egg Hunt, scheduled for April 20, 2014. Commissioner Whitener discussed how the Golf Course greens are currently being “sanded”, whereby sand is applied as topdressing as a greens maintenance practice. Commissioner Regier updated the Commission about the wayfinding program for bicycle touring. Gary Havas has been integrally involved in the design and various bicycle route selections throughout the City. The Octagon Barn is being discussions as a possible “hub” for cyclist. Bicycle advocacy groups are working to integrate bike wayfinding signs into the City’s ongoing wayfinding capital project. Commissioner Regier discussed how the bicycle community is working on developing a “bicycle mode share” for trip counts in order to provide a baseline understanding about the current use of bike trails, assess impacts and develop recommendations for improvements. Youth Sports committee did not meet last month. There is no report. Chair Davis asked about an annual survey for the Damon Garcia Sport Field. Director Stanwyck noted that this was under the purview of the now retired Facilities Supervisor. She will check into the survey and its status and will provide a response back to the Commission at its May 7, 2014 meeting. 8. Communications There were no other communications to report. 9. Adjourned The meeting adjourned at 6:32 p.m. to the May 7, 2014 regularly scheduled meeting which will be held at an alternate location in the Council Hearing Room, 990 Palm Street.
