HomeMy WebLinkAbout08-21-13 PRC Minutes1-1 Parks and Recreation Commission MINUTES Parks and Recreation Office 1341 Nipomo Street San Luis Obispo, CA 93401 Wednesday, August 21, 2013, 5:30 p.m. CALL TO ORDER: Chair Davis called the meeting to order at 5:32 p.m. ROLL CALL: Commissioners: Steve Davis, Craig Kincaid, David Hensinger, Jeff Whitener, Ron Regier, Susan Updegrove and Michael Parolini ABSENT: STAFF: Shelly Stanwyck, Peggy Mandeville, Kim Murray and Marti Reynolds Public Comment None. 1. Consideration of Minutes MOTION: (Hensinger/Updegrove) Approve the June 5, 2013 minutes as submitted. Approved: 7 yes: 0 no: 0 absent MOTION: (Hensinger/Updegrove) Approve the June 26, 2013 Special Meeting minutes as submitted. Approved: 7 yes: 0 no: 0 absent 2. New Staff Introductions – Stanwyck Director Stanwyck introduced new staff member Dave Setterlund, Recreation Supervisor for Community Services and Events; Alex Abarca, Recreation Coordinator for Youth Services and Devin Hyfield, Recreation Coordinator for Aquatics. Chair Davis then proposed that Item 5 be moved up for review next to accommodate the number of public attendees. All Commissioners were in agreement. 3. Review Proposed Tree Ordinance Modifications from T.K. Ross to facilitate slacklining – Stanwyck Director Stanwyck briefed the Commissioners on background and reviewed the ordinance currently in place which allows slacklining at Meadow Park. Both the PRC and Tree Committees are involved as this recreational use has potential impact to trees. Public Comment Tim Ross, San Luis Obispo, gave an overview of slacklining and local participation by students and Parks and Recreation Commission Minutes – August 21, 2013 Page 2 of 4 1-2 professionals since 2006. Listed health and recuperative benefits of the sport. Acknowledged the Commissioners responsibility and commended them on a job well done. Mr. Ross then spoke to concerns of tree protection, liability and access to resources. He asked for the PRC’s support and recommendation that the Council approve the facilitation of slacklining in every park in the City. End of Public Comment. Commissioners discussed. Commissioner Parolini pointed out that not all parks have access to the same resources which doesn’t necessarily mean those neighborhoods are lacking. Commissioners discussed access and/or interference with other activities, park spaces that would be more likely than others to incorporate slacklining and how the ordinance would speak to that and how changes would be communicated to the public. Height specifications were also discussed with suggestions by Mr. Ross that the ordinance specify the line would never be unattended; flags would be used as markers. Would prefer no limit on height (more height reduces risk of ground interference). Director Stanwyck clarified the ordinance will not include open space areas. Also explained that language for the ordinance would have to be reviewed by the City Attorney and the Risk Manager as well as the Tree Committee before bringing recommendations to Council. Commissioners Parolini and Whitener also noted School District property would not be an allowed place. MOTION: (Parolini/Hensinger) A subcommittee consisting of Jeff Whitener, David Hensinger and Michael Parolini to bring recommended ordinance revisions to the October 2, 2013 PRC meeting. Approved: 7 yes: 0 no: 0 absent 4. Tour of New Emerson Park Playground Equipment – Stanwyck Director Stanwyck led Commissioners to a brief tour of the new Emerson Park playground equipment installed outside of the Parks and Recreation Offices. 5. Formation of Subcommittee to Review Chevron Project and make recommendation to PRC about public facilities for recreational purposes – Davis Chair Davis and Commissioner Whitener stated the comment period was coming to a close and that the subcommittee will soon meet to discuss the potential public facilities in the Chevron Project. 6. Presentation: LUCE Land Use Alternatives and “Park” Designation – Mandeville and Murray Peggy Mandeville, Principal Transportation Planner gave Commissioners a PowerPoint presentation on the Land Use and Circulation Elements update (LUCE) with the assistance of Kim Murray, Deputy Director of Community Development. Explained the element contains goals, policies and programs to guide decision-making. The City is currently updating the General Plan Land Use and Circulation Element with an eye to 20-years in the future. Input from the City’s advisory bodies will be used to prepare a legislative draft of the elements which a task force will then review this fall, then a community workshop will be held in December. A fiscal evaluation of the physical alternatives will be reviewed by Council in October then both physical and policy alternatives will be considered through Parks and Recreation Commission Minutes – August 21, 2013 Page 3 of 4 1-3 the EIR process. The draft documents will then come back to advisory bodies for input before going to City Council. Mandeville requested Commissioners provide input regarding the LUCE in relation to parks as well as physical alternatives that should be reviewed through the EIR process. Commissioners reviewed Land Use and Circulation Element language and the Land Use Element Policies onscreen with Mandeville and Murray and changes were noted on the living document. Mandeville reviewed the schedule and referenced www.slo2035.com for access to information. Will return to PRC in the winter with the draft document for review. 7. Consideration of Nominees for Wes Conner Awardee – Davis Chair Davis reviewed information provided on nominees for the Wes Conner Award which will be presented to the recipient on October 8 at the annual Volunteer Appreciation Dinner. Prior recipients and the current nominees were discussed by Commissioners. MOTION: (Hensinger/Regier) Nominate and Award Greg Bettencourt as the recipient of the 2013 Wes Conner Award. Approved: 7 yes: 0 no: 0 absent 8. Director’s Report – Stanwyck Director Stanwyck reported to the Commissioners on the following: Pool closed from August 26 through October 21 while the boilers and windows are replaced and other repairs made Sinsheimer Stadium will be closed in a few weeks for annual turf renovation SLO Triathlon was another huge success Movies in the Mission had approximately 200 in attendance at each session Weddings are winding down for the season at the Jack House Bike Rodeo is coming up in a few weeks Munchkin March coming up this Fall and the Reindeer Run this December 7 The first day of school is this week and wait lists already exist for Pacheco and Bishops Peak childcare Construction should begin on the Skate Park in late spring this coming year 9. Committee Reports Commissioners provided the following reports:  Tree Committee – Hensinger  Golf - Whitener  Natural Resources – Kincaid  Bicycle Committee – Regier  Jack House Committee – Updegrove  Damon-Garcia Sports Field - Parolini  School District – Parolini  Youth Sports - Davis Commissioner Hensinger reported normal review and consignment of requests during the meeting Parks and Recreation Commission Minutes – August 21, 2013 Page 4 of 4 1-4 of the Tree Committee but noted the Manse on Marsh has applied for removal of a palm tree in front of the Pinho House Commissioner Kincaid reported on Open Space having recently met with Natural Resources Manager Bob Hill and city Biologist Freddy Otte. Thanks to the Rangers and CCCMB volunteers the Filipponis connector trail is enhanced and safer; Mountainbrook Church trail to considered for completion in near future; Reservoir Canyon trail closed from August 22-29 while PG&E does work; Hill will bring Reservoir Canyon Conservation Plan to PRC soon; eight night sensitive cameras in open space areas as part of a senior project;. Commissioner Updegrove reported there was no meeting of the Jack House Committee last month however, there was a July meeting during which relationships with Public Works were discussed as well as maintenance, landscaping and capital improvements. The Jack House Committee members and Public Works staff will walk through the house and grounds together in the fall. Jack House tours and visits were down; mores signs have been put up. The new Friends of the Jack House were introduced. Plans for a fundraiser in the spring; Victorian Tea was August 11 with 45 people in attendance. Commissioner Parolini reported on the School District; having issues with dogs off leash particularly at secluded sites; facilities are impacted. Commissioner Parolini reported on the Damon Garcia sports field and shared aerial photos of the field from July 31 (end of renovation and day before opening)—will re-photo in October. Parks Maintenance staff’s impression is fields didn’t come back as well this year due to a number of things including increased programming, lack of rain, reclaimed water and dry windy conditions. Parks staff is trying to encourage referees to stagger running path. Director Stanwyck then discussed the parking plan that is required of all permitted users before each tournament which doesn’t include Marigold. Commissioner Whitener reported on the status of the Golf Course stating rounds for the month of July were the same as last year as well as revenue for the month. Rounds for the year are down 5% and revenue is down 4%. Golf Course Supervisor Bunte and Parks and Urban Forest Supervisor Beights met with Wallace Group (contracted to work on Master Plan) regarding reclaimed water. Commissioner Regier was unable to attend the meeting of the Bicycle Advisory Committee however audience member Gary Havas did attend and reported discussed routes to Octagon Barn. 10. Communications None. 11. Adjourned The meeting adjourned at 8:01 p.m. to the September 4, 2013 regular meeting which will again meet at the Parks and Recreation Offices.
