CALL TO ORDER: Chair Steve Davis called the meeting to order at 5:30 p.m.
ROLL CALL: Commissioners: Steve Davis, David Hensinger, Ron Regier, Jeff Whitener,
Susan Updegrove and Michael Parolini
ABSENT: Craig Kincaid, Susan Updegrove (last hour)
STAFF: Shelly Stanwyck, Marti Reynolds, Peggy Mandeville

1. Consideration of Minutes
MOTION: (Updegrove/Whitener) Approve the October 3, 2012 minutes as submitted.
Approved: 6 yes: 0 no: 1 absent (Kincaid)
2. Presentation: The City of San Luis Obispo’s Bike Plan (Peggy Mandeville – 30 minutes)
Principal Transportation Planner Peggy Mandeville supplied commissioners with a copy of the Bicycle
Master Plan and shared information on the Railroad Safety Trail while giving a PowerPoint
presentation. Indicated the Railroad Safety Trail is the highest bike path priority for the community.
Informed Commissioners on safety trail grant applications and the status of the Bob Jones Bike Path
with a public workshop coming up in December. Also discussed were accomplishments such as the
recent ribbon-cutting for the completed Los Osos Valley Road Bike Path and speed-feedback signs
that are helping motorists to achieve compliance and make bike travel safer. Other accomplishments
include Bridge Street shared roadway markings, a ‘green’ bike lane test program, removal of drain
grates from bike lanes and the Bob Jones Bridge to South Higuera. Mandeville indicated the draft
goals for the bicycle plan will be completed on November 14.
Commissioners discussed ideas for lighting, the City’s “racks with plaques” donation program
http://www.ci.san-luis-obispo.ca.us/publicworks/transportation/racks.asp, and bicycle coalition
education classes available through www.slobikelane.org.
3. Recommended Major City Goals and Discussion of Concepts for Department Priorities
(Steve Davis, Chair – 60 minutes)
Director Stanwyck gave Commissioners an overview of the goal setting procedure, information on
timelines and the upcoming community forum as well as the status of projects such as the skate park
and available funding to date.

Commissioners discussed and evaluated the 2010 Major City Goal recommendations and edited to
reflect perceived current needs.
Commissioner Updegrove was excused from the rest of the meeting at 6:47 p.m.
The 2012 Adopted Major City Goal Recommendation is as follows:
Promote Active and Healthy Lifestyles for our community through City programs, facilities,
and policies.
Objectives
1. Commit financial support for recreational facilities, activities, and programs
Improve public safety and neighborhood wellness by increasing Ranger Staffing
Implement Sinsheimer Stadium Study Recommendations
Construct the Santa Rosa Skate Park
Construct lit tennis courts
Fund an update of the Parks and Recreation Element
Complete the Railroad Safety Trail, Bob Jones multi-use trail, and bike boulevards
2. Expand recreational opportunities (for example):
Form community partnerships to increase sports programming
Build additional open space trails
Support Parkway development
MOTION: (Regier/Whitener) Accept the working draft goal statement as edited.

4. Director’s Report – Stanwyck
Director Shelly Stanwyck reported to the Commissioners on the following events:
The Reindeer Run is coming up on December 1
Recruiting for our front desk Administrative Assistant position as long time employee, Joyce
Arredondo is retiring at the end of the month.
New Aquatics Coordinator, Devin Hyfield, begins next week at the SLO Swim Center.
Pool temperature: According to Public Works staff who maintain and monitor the pool, the
temperature is within the agreed upon norm of 78 to 82 degrees.
Starting to plan for holiday closures at some of our facilities to complete annual
maintenance. Reroofing the Ludwick Community Center next week.
Diamond and Turf allocation meetings in progress: the Diamond meeting is tomorrow night.

SLO Rattlers Baseball organization informed us they will not be using our Stadium next
year and have cancelled the Use Agreement with the City.
Laguna Lake Golf Course received a grant for recycling containers on the course, 10 of them
with ball washers.
Over 100 people showed up to assist the Rangers for the November 3 work day.
November 17 is our ‘Trailwerks Day’ with CCCMB. Anticipating a record turn out and are
trying to plan for contingencies.
Fundamentals basketball is ongoing. Youth Services is very busy with ‘minimum days’ this
week which means staff are spending more time at all sites and scrambling to provide the
right staffing numbers given how full our programs are right now.
Cross Country and Volleyball have completed at the Junior High School. AYSO continues
on Saturdays at Damon Garcia with club sports playing on Sundays. Starting to organize for
youth basketball.
In the midst of Adult Softball Playoffs; trying to re-start adult 3-on-3 basketball.
Community Services held a very successful and safe Munchkin March.
Tour attendance numbers at the Haunted Jack House were even higher than last year.
Public Art boxes are completed and incredible—look for them all over town.

5. Committee Reports
Commissioners provided the following reports:
Tree Committee – Hensinger Golf - Regier
Open Space –Kincaid Bicycle Committee –Regier
Jack House Committee – Updegrove Damon-Garcia Sports Field - Whitener
School District– Parolini Youth Sports - Davis
Commissioner Hensinger reported on the most recent meeting of the Tree Committee: Los Osos
Valley Road sidewalk widened for path; concerns over spikes protruding from locust trees;
community meeting December 15.
Commissioner Kincaid was not present to report on Open Space.
Commissioner Updegrove was not present to report on the last meeting of the Jack House
Committee. Director Stanwyck informed there were 396 attendees at the Haunted Jack House with
the greater number of those being adults rather than children; article in SLO Journal. Maintenance
plans for painting and gazebo.
Commissioner Parolini had nothing to report on the School District other than they are happy to
have established contact information for Ranger Services.
Commissioner Regier reported on the status of the Golf Course stating rounds were down 8% for
October compared to last year, however; revenue was up 4%. Year-to-date rounds were down only
slightly at 1% and revenue up 2%. The 5-year golf cart lease expires December 1; only one vendor
responded to the bid request.

Commissioner Regier did not report on the Bicycle Advisory Committee as the topic was covered
by the earlier presentation.
Commissioner Whitener reported on Damon Garcia sports field and hybrid rye grass condition,
sharing a PowerPoint slideshow illustrating sanding and current improved conditions. Discussed
chemical content of recycled water, salinity of water softeners, desire to return to potable water.
Also discussed shade structure intended for team check-in use but which has a tendency to be used
by the homeless as of late.
6. Communications
Director Stanwyck informed Commissioners of the shooting incident at Santa Rosa Park the previous
night.
Commissioner Parolini relayed information regarding the El Chorro field lights that have gone out
many times in the middle of a game--some teams have left to play elsewhere. Asked that the
department give credit or refunds to players who have had to forfeit games due to no lighting.
7. Adjourned
The meeting adjourned at 7:47 p.m. to the December 5, 2012, Meeting of the Parks & Recreation
Commission to be located in the Council Chambers.
