HomeMy WebLinkAbout11-06-13 PRC Minutes1-1 Parks and Recreation Commission MINUTES Parks and Recreation Office 1341 Nipomo Street San Luis Obispo, CA 93401 Wednesday, November 6, 2013, 5:30 p.m. CALL TO ORDER: Chair Davis called the meeting to order at 5:30 p.m. ROLL CALL: Commissioners: Steve Davis, Craig Kincaid, Jeff Whitener, Susan Updegrove, Ron Regier and Michael Parolini ABSENT: David Hensinger COUNCIL: Carlyn Christianson STAFF: Shelly Stanwyck, Melissa Mudgett, Phil Dunsmore and Marti Reynolds Public Comment Carlyn Christianson, Council Member, thanked the department for their work on the SESLOC lease project which was approved by Council on November 5. Adam Stowe, San Luis Obispo Blues Baseball, gave an update on future tournament plans for summer 2014 and the status of the Blues Baseball team. 1. Consideration of Minutes MOTION: (Updegrove/Kincaid) Approve the October 2, 2013 minutes as amended. Approved: 6 yes: 0 no: 1 absent (Hensinger) 2. Public Art Program Review and Consideration of Skate Park Art - Mudgett Recreation Manager Melissa Mudgett gave a presentation to the Commissioners reviewing the Public Art Program with an overview of current projects before updating on the upcoming construction of the SLO Skate Park Public Art project. Details on the marketing campaign, available funding and timelines were shared. Mudgett introduced the project artists, Jed Joyce and John Jones who shared examples of the project’s Word Art and pre-fabricated tiles as well as information on material properties of Cor-Ten steel. Commissioners addressed questions to Mudgett and visiting artists Joyce and Jones and discussed shade, reflected heat, lighting options and safety considerations and then speculated on the need and positioning of a fourth “concrete jungle” full tree structure. Mudgett discussed how total available funding may impact the full scope of the Public Art project. Commissioner Kincaid suggested building the base for the fourth tree (should funds be limited) to avoid the costs of retrofitting should funding be made available at a later date. Commissioner Parolini suggested that, if only three of the four trees were approved based upon available funding, that two trees be located at the “entry” and one tree at the rear of the park (as opposed to all three trees at the “entrance”). Gary Havas, San Luis Obispo, discussed with artists corrosion resistant properties of Cor-Ten steel, the inclusion of lighting protection into art form and consideration of solar lighting. D. Scott, San Luis Obispo, inquired about other cities that have Skate Parks and research done on potential problems. Director Stanwyck gave information on the relationship that has been built with the skateboard community, potential programs to encourage non-typical users such as female skateboarders, plans to address graffiti. MOTION: (Whitener/Regier). Recommend Council conceptually approve the proposed Skate Park Public Art “Concrete Jungle” under the condition that if there is only funding for three trees, one of the tree structures be placed in the rear of the park and that installation of concrete tree trunk bases for all four structures be included to allow for a potential addition of a tree canopy in the future. Airport Area Land Use Zoning Review as it relates to the Chevron Project – Dunsmore Senior Planner Phil Dunsmore gave a presentation to the Commissioners reviewing the Airport Area Land Use and the Chevron Project. He asked that the Commissioners consider the revised land use plan for the Airport Area Specific Plan (AASP) to include a Public Facility zone and identification of future public facility uses. Potential for sports field area in future would go before the Commission and amendments would be made to 4.2.4 of the AASP to accommodate potential future components. Dunsmore addressed comments and questions the Commissioners brought up at the June 5 meeting such as parking, road link with Class I pathway and questions on wind patterns in relation to the flower mound hill. He explained although a recreation facility is not required by the project nor are parkland impact fees, the potential for a needs assessment exists in the future for public facility uses. Anticipates final EIR to go before Commissioners in March 2014. Commissioners entered into discussion regarding project, questions of future development if not under Chevron ownership, safety zones, next steps, Tank Farm road changes, potential need for additional fire station, management if annexed to City in future, wetland remediation, future use as a boardwalk through significant historical site. Chair Davis opened for Public Comment. Bill Almas, Chevron Representative, positive about what benefits the property can provide the community, 15-acres unsuitable for development that seems to be a good place for a recreational field and 250-acres open space. Chevron’s part is to donate the land, Cal Ripkin would have to supply funding to develop and maintain fields. John Spatafore, San Luis Obispo, was part of community group involved in the building/planning of Damon Garcia sports fields, inquired about plans to link the fields together. Urged to continue vision of what could work well there, found better to do one activity per site (such as soccer). Encourages higher number of fields for youth sports organizations. Director’s Report – Stanwyck Director Stanwyck reported to the Commissioners on the following: Pool reopened October 21, new boilers work great--brought up to warm temperature quickly, however impeller needs repair; will briefly close December 8-10. Gobbler Swim Meet later in November. Scheduling problems with Haunted Jack House and Sunday wedding Dan Dixon, part-time Ranger for last seven years, was promoted to full time Ranger Maintenance Worker II position October 24. Now seeking additional part-time staff person to take his place. Trail workday at Froom Ranch Saturday, November 16. Expecting large number of volunteers. Youth Services busy with staffing and activities; gearing up for Teacher Workday Softball season coming to a close, will be providing new bats for El Chorro. Taking issue of balls being hit onto Highway 101 very seriously. Tennis Tournament in December at Sinsheimer Park Munchkin March was well attended and successful Docent Appreciation Dinner will be November 13 at the Ludwick Community Center 3rd Annual Reindeer Run is December 7 and will finish at Mitchell Park With so many transitions, have embarked on monthly staff training during All Staff meetings for the next year; next training is ‘Government 101” with City Manager Katie Lichtig SESLOC Lease approved by Council last night Slacklining will go before the Tree Committee December 3 Community Development will bring Wingate Park back before Commission at December 4 meeting 5. Committee Reports Commissioners provided the following reports:  Tree Committee – Hensinger  Golf - Whitener  Natural Resources – Kincaid  Bicycle Committee – Regier  Jack House Committee – Updegrove  Damon-Garcia Sports Field - Parolini  School District – Parolini  Youth Sports - Davis Commissioner Hensinger was not present but provided a written report on the most recent meeting of the Tree Committee which included 15 trees considered for removal, slacklining ordinance presentation. Parks and Recreation Commission Minutes – November 6, 2013 Page 4 of 4 1-4 Commissioner Kincaid reported there was no meeting on Open Space. Commissioner Updegrove reported on the latest Jack House Committee meeting and that the weekend of the Haunted House tour was well attended with 92 tours. Commissioner Parolini did not meet with the School District. Commissioner Parolini noted but noted will try to get more aerial pictures of Damon Garcia in December to compare grass related to weather patterns. Noted grass does not seem to be holding up as well this year as last year. Will possibly provide user groups with survey at end of three month period. Commissioner Whitener reported on the status of the Golf Course stating rounds for the month of October were up and revenue for the month was down. Revenue for the year was up 3% percent. Noted Veterans will get a 50% discount on Veteran’s Day. Sprint cell tower getting new fiber optics. Commissioner Regier reported on the Bicycle Advisory Committee; Council approved 2013 Bike Plan update last night. Chair Davis reported on the quarterly meeting of the Youth Sports Association; planning meeting for first half of year for City fields, someone from School District needed for field representative. In past City helped with funding now being offset by user. Need for fundraising and someone to spearhead, volunteer to set up website to be central spot to get youth sports information, discussed pushing for parks in future. 6. Communications Commissioner Kincaid thanked Rangers for solidifying bench at Bishop Peak. Commissioner Parolini noted graffiti at Meadow Park seemed to be chalk-based paint. 7. Adjourned The meeting adjourned at 7:17 p.m. to the December 4, 2013 regular meeting which will again meet at the Parks and Recreation Offices.
