HomeMy WebLinkAbout12-04-13 PRC Minutes1-1 Parks and Recreation Commission DRAFT MINUTES Parks and Recreation Office 1341 Nipomo San Luis Obispo, CA 93401 Wednesday, December 4, 2013, 5:30 p.m. CALL TO ORDER: Chair Davis called the meeting to order at 5:30 p.m. ROLL CALL: Commissioners: Steve Davis, Jeff Whitener, Susan Updegrove, Ron Regier and David Hensinger ABSENT: Craig Kincaid and Michael Parolini COUNCIL: Carlyn Christianson STAFF: Shelly Stanwyck, Pam Ricci and Marti Reynolds Public Comment Marc Lea, Head Coach, Cal Poly Men’s LaCrosse, San Luis Obispo. Wants to initiate youth LaCrosse in SLO. Adult league pilot program 2012. Currently LaCrosse activities not allowed on Damon Garcia field. 1. Consideration of Minutes MOTION: (Whitener/Hensinger) Approve the November 6, 2013 minutes as submitted. Approved: 5 yes: 0 no: 2 absent (Kincaid, Parolini) 2. Volunteer of the Quarter It is with great appreciation that the Parks and Recreation Commission (PRC) recognizes the outstanding volunteer for the quarter: SESLOC Credit Union. On behalf of the PRC and the Parks and Recreation Department, we give thanks and recognition to the ongoing community partnership that SESLOC has had with the City. Thanks to SESLOC’s creative partnership with the City, we will continue to have a means of managing parking inefficiencies at the Damon-Garcia Sports Fields during peak uses over the next 10 years. Starting in 2006, SESLOC allowed the City use of its Broad Street propert y and provided access for $1 a year for the temporary overflow parking lot the City constructed at the time. This was used effectively to alleviate parking issues at the site during peak demand periods. In developing its Broad Street property for its new campus headquarters, SESLOC has entered into an Agreement with the City to allow for the 10 -year use of it’s ‘to be constructed’ parking lot. We thank SESLOC for being such an engaged and supportive neighbor. Accepting for SESLOC, CEO Geri La Chance was in attendance. Ms. La Chance was happy to be part of the project, the “right use of asphalt”. Looking at August or September availability. Wingate Pocket Park, 3725 Orcutt Road - Ricci Senior Planner Pam Ricci gave a PowerPoint presentation to the Commissioners revisiting the proposal to develop a one-acre pocket park in conjunction with a new development in the Orcutt Area Specific Plan (OASP). Since the September 4 PRC meeting. Council directed staff to return to the PRC. Commissioners comments were reviewed and revisions made to the proposal. Now seeking determination by PRC as to if OASP meets parkland development requirements. Ricci reviewed the project description and site plan additions, specifically the Bark Park, Tot Lot, Plaza, Play Green and Riparian Area. Ricci introduced Rick Taylor, representative for the proposal, to assist in giving background information and answering questions from the Commissioners. Commissioners raised questions to Ricci and Taylor regarding several concerns including specific maintenance obligations the may be incurred upon the city (long term lawn and pathway), potential joint use agreement outlining maintenance, riparian area safety from an accessibility standpoint (fenced), when the infrastructure of roads would be developed and challenges of temporary road linkages. Director Stanwyck listed examples of other pocket parks where joint maintenance is routinely dealt with in individual ways. The PRC voiced their support of the idea of incorporating additional pocket parks into the other high density areas of the OASP. Staff mentioned that this was planned and that there would be linkages provided between the parks. Taylor also informed Commissioners that soon a high density senior development would be coming to their review. MOTION: (Regier/Updegrove). Recommend the Architectural Review Commission find the one- acre pocket park meets the criteria of Section 2.3.4a of the Orcutt Areas Specific Plan. Recommend elements could be designed into plan to make the pocket park more welcoming from outside the community and accessible between parks. Approved: 5 yes: 0 no: 2 absent (Kincaid, Parolini) 4. Cancellation and Rescheduling of January 1, 2014 Regular Meeting - Davis Chair Davis asked the Commissioners for possible dates to meet in place of the January 1 regularly scheduled meeting. MOTION: (Whitener/Hensinger). That the January 1, 2014 meeting of the PRC be rescheduled to January 15, 2014 at 5:30 p.m. in the Council Chambers. Director’s Report – Stanwyck Director Stanwyck reported to the Commissioners on the following: Gave more background on LaCrosse usage stating it was allowed in the past however there was increased field damage due to both the pivoting nature of LaCrosse movements and the fragile condition of the sports fields at the time. Staff did an outreach to Damon Garcia field users. 70% responded they felt the field started out in worse condition this year. The drought has been challenging particularly with bald spots resulting. Quick Pool closure December 16-18 to replace electrical part for boiler. The Pool’s Gobbler Meet was well attended; currently still training and hiring new staff. Interviewing this week for temporary part-time Ranger to backfill vacancy due to promotion; utilizing convict crews to prep trails for workdays has been working well; 180 volunteers turned out for the last ranger workday. Youth Services staff appreciation tonight; on the agenda: training on the benefits of playing as this is a dying art in today’s technologically inclined youth. Family Fest next week then school is out for two weeks for the holidays. YMCA meeting next week with staff Holiday Parade is this Friday at 6 pm Reindeer Run is Saturday December 7 followed by pancake breakfast at the Senior Center Jack House Victorian Christmas is the next two weekends; Saturday 5 to 8 pm, Sunda y 1 to 4 pm Senior Center Agreement updated after a long period of inactivity - to Council next month Slacklining approved by Tree Committee last night – to Council in January Public Art jury in January for World Trade Center piece 6. Committee Reports Commissioners provided the following reports:  Tree Committee – Hensinger  Golf - Whitener  Natural Resources – Kincaid  Bicycle Committee – Regier  Jack House Committee – Updegrove  Damon-Garcia Sports Field - Parolini  School District – Parolini  Youth Sports - Davis Commissioner Hensinger did not attend the Tree Committee meeting however Director Stanwyck provided a brief report on the slacklining approval. Commissioner Kincaid was not present to report on Open Space. Director Stanwyck reported on another conservation plan in the works, rangers working on winterizing trails as well as issues with animal control and encampments, meeting more often with police department new community action team. Commissioner Updegrove reported on the latest Jack House Committee meeting and reminded of Parks and Recreation Commission Minutes – December 4, 2013 Page 4 of 4 1-4 the Victorian Christmas house tours over the next two weekends, utilizing more sources to get the word out to the public to increase attendance. Commissioner Parolini was not present to report on the School District or Damon Garcia fields. Commissioner Whitener reported on the status of the Golf Course stating rounds for the month of November were up 17 percent and revenue for the month was up 27 percent. Rounds for the year are up 3 percent and revenue 7 percent overall. 19 veterans came out to play on Veterans Day; plumbing repairs have been made in the kitchen at the Pro Shop. Commissioner Regier reported on the Bicycle Advisory Committee held November 21; bicycle mode share reporting discussed. Chair Davis reported there was no meeting of the Youth Sports Association (meets quarterly). 7. Communications Director Stanwyck presented Commissioner Hensinger with a plaque and thanked him for his excellent and dedicated service to the Commission that began in June 2007. 8. Adjourned The meeting adjourned at 6:58 p.m. to the January 15, 2014 rescheduled meeting which will resume its location in the Council Chambers.
