MINUTES
WEDNESDAY, JANUARY 10, 2001
PARKS AND RECREATION DEPARTMENT, 1341 NIPOMO STREET

CALL TO ORDER: Chair Penny Rappa called the meeting to order at 7:07 p.m.
ROLL CALL: Chair Penny Rappa, Committee Members Ron Batterson,
Marion Rodman, and Martha Schwartz.
ABSENT: Committee Members Greg Dillman and Bonnie Marzio
STAFF: Elaina Cano, Rich Ogden, and Larry Tolson
PUBLIC COMMENT:
There was no public comment.
CONSENT ITEMS:
M/S Committee Members Batterson/Rodman to accept the 11-15-00 minutes and the
December 2000 and January 2001 financial reports. The motion was approved
unanimously.
ITEM #1: ELECTION OF OFFICERS
A motion was made by W.Conner to nominate Ron Batterson for Chair of the Jack House
Committee. The motion passed unanimously. By consensus the committee agreed to
postpone further nominations until all members are present. The committee
congratulated P. Rappa for a job well done as Chair for the past three years.
ITEM #2: WORK PROGRAM
Chair Batterson reviewed the work program with the committee. The changes were as
follows:
WP#3 - Delete K. Andrews from "Determine the future of the elevator shaft." and
add G.Dillman.
Add - Exterior lighting on walkway by bathrooms.
WP #4 - Delete - Evaluate decor in Gertrude's and Ethel's room; Investigate
measured architectural drawings;Complete new carpet; Investigate wheel chair
accessibility; Restore Nanny's room.
Add - Re-establish on site storage – M.Schwartz & R.Batterson;
Furnishings, repairs & restorations - P.Rappa & M.Schwartz.
WP#5 - Add - Re-evaluate uses; G.Dillman.
WP#8 - Add - Complete inventory database - R.Ogden,E.Cano,P.Rappa &
G.Dillman; Establish volunteer historian position. - M.Schwartz; Archive
historical materials in storage.
WP#9 - Delete.
WP#11 - Delete K.Andrews and Add B.Marzio.
Chair Batterson requested to discuss the exterior lighting on the walkway at the April
meeting. M/S Rappa/Conner to bring back revised work program at next month’s
meeting. The motion was passed unanimously.
ITEM #3: PROMOTION-BUDGET
The committee discussed whose responsibility it is to be paying for promotional
advertising (i.e. Parks and Recreation or Jack House Committee). M/S Rappa/Rodman to
put together a promotional budget for 2001 to be submitted to the Parks and Recreation
staff. The motion was passed unanimously.
ITEM #4: SHADE STRUCTURE UPDATE
Larry Tolson, Parks Maintenance Supervisor, discussed the different locations for the
shade structure. The committee discussed whether or not to keep the structure or sell it.
M/S Batterson/Rappa that the shade structure not be a permanent part of the garden. The
motion passed 4-1. The committee directed Tolson to find a buyer for the shade structure
for no less than $2,000.
ITEM #5: KAETZEL DONATION
Rich Ogden, Recreation Supervisor, reported that Kay Kaetzel donated $4,000 for the
restoration of the Carriage House. Chair Batterson will write a thank-you letter to Ms.
Kaetzel for the gift, which will be applied to the Carriage House restoration in some
manner. The committee discussed making the Carriage House occupiable.
ITEM #6: CHRISTMAS OPEN HOUSE FOLLOW-UP
Schwartz reported that the Christmas Open House was again a success. Next year’s
theme is Snowmen.
ITEM #7: MARION SINSHEIMER’S MEMORIAL
The committee suggested having a memorial for M. Sinsheimer in the gardens. M/S
Schwartz/Rappa to send a letter to the Sinsheimer family informing them that a tree has
been planted in her memory. The motion passed unanimously.
ITEM #8: BANK PROPERTY UPDATE
Chair Batterson shared the tentative plans of the bank with the committee.
ITEM #9: REPORTS AND UPDATES
* Monthly Activities - Ogden submitted a memo from Kim Walker, Public Information
Officer, regarding the monthly fees for advertising in the Tribune and the New Times.
* Tolson reported that Public Works turned in tentative CIP's for the House/Carriage
House and for fire protection.
* Docent Activities - Schwartz reported that on February 9 there will be a docent
orientation/training from 12:00-5:00.
* Communications - A donation for $200 was received from the Friends of the Library.
Tolson also reported that the Ash tree was removed by the City Arborist.
The meeting was adjourned at 9:20 p.m.
