MINUTES
WEDNESDAY, SEPTEMBER 13, 2000, 7:00 P.M.

CALL TO ORDER: Chair Penny Rappa called the meeting to order at 7:02 p.m.
ROLL CALL: Chair Penny Rappa, Committee Members Ron Batterson, Greg
Dillman, Wes Conner, Bonnie Marzio, and Marion Rodman
ABSENT: Committee Member Martha Schwartz
STAFF: Elaina Cano, Rich Ogden, Larry Tolson, and Kim Walker
IN ATTENDANCE: Peggy Mandeville, Community Development, Steve Pults,
Pults and Associates, and Betty Stockton, Jack House Docent
PUBLIC COMMENT:
There were no public comments.
CONSENT ITEMS:
Correction – Consent Item: Committee Members Conner/Schwartz made the motion.
M/S Committee Members Conner/Batterson to approve minutes as corrected. The motion was
approved unanimously.
ITEM #1: PROPOSAL FROM BANK PROPERTY
Peggy Mandeville, Community Development, and Steve Pults, Pults and Associates, discussed
the proposed neighboring bank parking lot. The Committee discussed with Ms. Mandeville and
Mr. Pults the landscape, maintenance, and usage of the parking lot and community room. The
Architectural Review Committee will review the plans in October.
ITEM #2: SPECIAL TOUR REQUESTS
Committee Member Dillman informed the Committee about other historical organizations’
policies and procedures regarding special tours.
M/S Committee Members Dillman/Rappa to charge a $50 initial fee for the first 25 guests. Any
additional guests will be charged $2. The motion failed to pass.
M/S Committee Members Conner/Batterson to charge $2 for every person, with a maximum of
$200 (to remain flexible and at the Director’s discretion). After further discussion, Committee
Member Conner withdrew his motion.
The Committee requested Stockton to submit a memo detailing the Committee Members’ duties
during the Christmas Open House. The Committee agreed to include a copy of the agenda with
the docent monthly mailing.
ITEM #4: PROCEDURE FOR FILING ARCHIVE DOCUMENTS
Ogden informed the Committee that Jim Wilcox, Sholome Cattle Company, brought him
documents belonging to the Jack family. Committee Member Conner suggested Elaina Cano
contact Cal Poly’s Special Collections-Archive Department for any suggestions on the safe
keeping of these documents.
ITEM #5: REPORTS AND UPDATES
Monthly Activities – Kim Walker, Public Information Officer, submitted an overview of
the current and future publicity items. The Committee requested having the Jack House
listed under Sites in the Chamber of Commerce map.
Larry Tolson, Parks Maintenance Supervisor, reported that:
The carpet on the stairs is completed.
The water damage in the washhouse has been looked at.
The Carriage House bid will be going out this week.
Tolson will be able to get poinsettias for the Christmas Open House.
Tolson will give a formal report on the shade structure in November.
Inventory – Elaina Cano updated the Committee on the status of the inventory.
Member Comments – Committee Member Batterson submitted receipts for panels to staff.
The Committee agreed to display the proclamation at the Parks and Recreation
administrative office and City Hall.
Financial Report – Chair Rappa questioned the balance of the financial report. Rappa requested
the Committee to review funds for June, July, and August and a quarterly statement for next
month.
The meeting was adjourned at 9:15 p.m.
