MINUTES
Parks and Recreation Administrative Office
Wednesday, February 12, 2003 5:30 PM
CALL TO ORDER: Chair Ron Batterson called the meeting to order at 5:35 p.m.
ROLL CALL: Chair, Ron Batterson, Vice Chair Wes Conner, Committee Members Bill
Pyper, Gerry Johnson, Marion Rodman, Martha Schwartz, and John Tischler
ABSENT: All present
STAFF: Paul LeSage, Richard Odgen, and Larry Tolson
PUBLIC COMMENT PERIOD:
There was no public comment.
CONSIDERATION OF MINUTES AND FINANCIAL REPORT:
The minutes of January 8, 2003 meeting were approved with the following changes:
Meeting was called to order by Ron Batterson at 5:30p.m.
Under Conner’s Member comments Pittosporum Tovira is spelled incorrectly it should be
spelled Pittosporum tobira.
The Financial Report of January 2003 was accepted as presented.
ITEM #1: Budget Update
LeSage reviewed the budget outlook for coming months. He is charged with reducing the Park &
Recreation budget due to the City budget deficit. He is asking that all Committees agree to reduce
their Promotions budget by whatever percentage of budget reduction the Department is given. The
Committee agreed to endorse the plan.
ITEM #2: Works Program Update
The Committee reviewed and discussed the draft document 2003 Jack House Committee Work
Program. The following changes were discussed:
Program Assigned To Action
1. Replace everything after landscape with improvements.
2. Add continue compliance with Decoration and
Preservation Policy.
4. Add restoration of exterior.
6. Add Chamber Mixer on July 16th (do not list as on-going
program).
7. Add including garden to complete inventory database.
8. Add Monitor Policy on decoration and preservation.
9. Remove Monitor Policy on decoration and preservation.
Conner moved that it be accepted as edited, Pyper seconded. Approved unanimously.

ITEM #3: Reports and Updates
Monthly Activities
Ogden reported on the following
- Distributed memo titled Jack House Publicity. Schwartz will brief the Docents on
the memo at their meeting tomorrow.
- Piano: Tuesday February 18th at 8am, the tuner is scheduled to meet Ogden at the
House to complete the restoration.
- Virginia Meier has a Victorian doll collection and would like to donate a 38” tall doll
to the House. After discussion it was decided to accept the donation with the
understanding that if a place cannot be found, the doll will be returned. Mr. Meier
showed the Committee a sample of a historical home replica as a possible addition to
the Gift Shop. After discussion, the Committee decided that it would not be included
in the Gift Shop.
- The main phone message at the House has been updated.
Tolson reported on the following
- The Pittosporum tobira and roses have been trimmed.
- Red rock has been installed in the driveway.
- Maintenance staff are aware of the flood gates location and know how to install
them. After discussion regarding adding floodgates to the Gift Shop, the Committee
decided it would be best to utilize sand bags.
- Removal of tables and chairs from the brides room will be completed by the end of
March.
Docent Activities
Schwartz reported on the following
- The Docent Promotional Committee has been very busy with the following:
The Docents and the Campfire Boys Club have been putting labels on
brochures.
Brochures have been distributed to area chambers and motels.
Ideas are being gathered prior to meeting with staff. Ogden requested that the
Committee meet with staff before they move forward on any projects.
- She asked if the House and contents are insured. Tolson reported that the City is self
insured with no outside policies.
- She has received inquiries about the stove in the Gift Shop. If it were sold the space
could be used for much needed additional storage. After discussion the Committee
requested that Ogden research the policy covering this.
Member Comments
- Conner expressed concern with the road work and the garden condition. Tolson will
pass his concerns on to the appropriate person.
- Pyper reported that he is working on the 25th anniversary brochures.
- Tischler reported that the fence design is completed and ready for pricing.
- Tischler and Conner will develop a planting plan.
