HomeMy WebLinkAbout08-09-06 JHC MinutesG:\Everyone\Jack House\JH Committee\Minutes\2006\08.09.06 amended.DOC Jack House Committee MINUTES Parks and Recreation Administrative Office Wednesday, August 9, 2006 5:30 PM CALL TO ORDER: Chair Ron Batterson called the meeting to order at 5:31 p.m. ROLL CALL: Chair Ron Batterson, Vice Chair Gerry Johnson, Committee Members John Tishler, Bill Pyper, Wes Conner and Patrick Mayeda STAFF: Betsy Kiser, Linda Fitzgerald, Marti Reynolds, Ashley Lopez, Amy Cockerham and Larry Tolson GUESTS: Docent Jackie Kane PUBLIC COMMENT PERIOD: There was no public comment. CONSIDERATION OF MINUTES AND FINANCIAL REPORT: The minutes of the June 2006 meeting were approved as amended. o Chair Batterson requested a “proper banner” not a new sign (Member comments, page2) o Conner is incorrectly spelled “Connor” wherever listed on page 2 o Vice Chair Johnson requested a 2005/2006 financial comparison. Staff will prepare for next meeting. The Financial Report for June/July 2006 was accepted as presented. More detail in the form of revenue and expenditure descriptions on financial reports was requested by Vice Chair Johnson. ITEM #1: Art in the Garden  Ashley Lopez and Amy Cockerham gave an update on the event planning schedule including the proposed budget.  27 artists have signed up to participate. We can accommodate up to 28.  Publicity o The Government access channel will be utilized to advertise the program. Free air time with various radio & TV stations will be coordinated by Kim Walker, our Public Information Officer. One of the artists will most likely be the spokesperson. o Advertisement displays as part of a 24-hour slide show rotation of community information, interrupted only by council meeting coverage or other programming. o The event will also be on the Community Calendar for August 20th. o The poster will go up in various citywide locations throughout the city.  Event schedule was discussed. Closing at 4:00 or 4:30pm or at least ceasing ticket sales at 4:30pm so docents work no longer than a 4 hour shift was discussed. The event is scheduled to run from 12 until 5pm.  Wes Conner and Ron Batterson will help open and close the facility. Gerry Johnson will direct ticket sales. John Tishler will relieve Patrick Mayeda in the afternoon. P&R has signage for meters and secured space. Plastic delineators should be there as well.  P&R will help set up using the same layout as in past.  Docent Jackie Kane requested the gift shop not be blocked in anyway. Ticket sales positioned to the left of the steps were discussed.  There will most likely be a need for a phone outlet for the artists to accommodate credit card sales Reports and Updates  Monthly Activities o Larry Tolson reported that a few lattice panels around the fountain were damaged but repaired. The fountain remains standing. o There was no update on the status of fire sprinklers as it has not yet gone before council. Larry is working on an RFP for the fire sprinkler system. o Discussion ensued regarding raising of the foundation. The project, estimated at around $200,000, will be part of the 07/09 budget process.  Docent Activities Jackie Kane reported the following items: o Recently the Jack House recruited four new docents. Unfortunately, one resigned almost as soon as she started. There is still a great need for more docents. Many are not willing to stay in the house alone which means Jackie has been spending a lot more time there (three weekends in a row). o City Clerk Audrey Hooper contacted Jackie regarding recruiting Kathy Harvey from the Historical Society as a possible Jack House committee member. o The brochures distributed to local hotels seem to have done nothing to improve attendance or interest in the Jack House. o Jackie and Marilyn Darnell will be meeting with Marti Reynolds on August 10th regarding changes incorporated into the new docent handbook. Marilyn has saved the updated handbook to disc to be reviewed by Rich Ogden upon his return. o It was mentioned that discussion needs to transpire with Rich Ogden regarding the upcoming trip to Stowe House in Goleta. The outing is set for September 23, 2006 at 2pm and may include members of the Historical Society as well. So far seven docents will definitely attend, the rest showed general interest. The tour of the Stowe House itself will be $5 each. Bus arrangements need to be made by September 1st. Ron Clark showed an interest in putting the event in the Historical Society’s newsletter. This topic will be placed on the September agenda for further discussion. o The docents have expressed concern about the delayed dedication to memorialize the Martha Schwartz fountain. Vandalism accounted for some of the delay. Linda Fitzgerald requested the docents provide a guest list (including the mayor and council). She also checked the Jack House schedule and came up with two possible Saturday dates: September 30 or October 7, which are now tentatively blocked from use until a decision is made. Time possibilities were discussed and the need for correlation with Ken Schwartz’s schedule. The Parks & Rec department will be available to help with Jack House Committee Minutes for June 14, 2006 Page 3 of 3 G:\Everyone\Jack House\JH Committee\Minutes\2006\08.09.06 amended.DOC coordinating the dedication itself. o The use of bulwarks to close off rooms will be addressed by Betty Stockton on the September agenda. o Victorian Games day will also be discussed further in September. Although the attention given to the event by staff such as Sheridan Bohlken and volunteers was noticed and appreciated, it was felt perhaps the busy time of year may have contributed to the lack of attendance by families.  Member Comments o Wes Conner expressed concern with the English holly that was taken down. Since then all but one of the sprouts has died. The question was raised as to whether we should buy another tree or not. If this tree were to go in the same location by the carriage house, which would be the historically correct thing to do, the old trunk would need to be removed and the soil sterilized. o Ron Batterson requested that the September agenda include a proposal for landscape improvement. He also suggested another grounds workday with John. o Gerry Johnson expressed concern that there was no greenery along the street side for privacy during wedding ceremonies. It was pointed out that at one time police wanted to keep this area clear for security purposes and that there are other choices such as the patio, arbor and gazebo for more privacy.  Communications No communications were presented.
