MINUTES
San Luis Obispo Parks and Recreation Administration
Wednesday, February 10, 2010 5:30 PM
CALL TO ORDER: Chair Ron Batterson called the meeting to order at 5:30 PM.
ROLL CALL: Committee Members Patrick Mayeda, Betty Stockton Kathi Settle, Bob
Gordon and Kylie Hatch
ABSENT: Gerry Johnson
STAFF: Christine Wallace
GUESTS: Toni Kincaid and Barbara Lynch
PUBLIC COMMENT PERIOD:
There were no public comments.
CONSIDERATION OF MINUTES AND FINANCIAL REPORT:
The minutes of January 2010 were approved.
The January 2010 Financial Report was approved.
REGULAR ITEMS
ITEM #1: Works Program - Batterson
• Reviewed work program list provided by Batterson.
• Batterson asked for suggestions and changes.
• Batterson –
o Painting the house was to be scheduled about every eight years. Would like to find
out more about when the house may need to be painted again.
o Would like to get the cistern pump installed again. It is now located in the Buggy
Shed. It will be added to the project list, under the Garden section.
o Special events category should include Toni Kincaid, president of the docents.
o This is a good list of what the Jack House Committee is involved with as ongoing
projects.
o The new Gazebo issue should be added to the Garden section of the work program
list.
• Mayeda asked to find out the date of the last time the house was painted.
• Kincaid – if the house is not going to be painted, could it be power washed?
Batterson/Wallace stated that the power washing may cause damage to the house.
• Wallace – the house paint is currently touched up as needed.
• Kincaid – thought the porch was going to be replaced during the retrofit. Batterson
mentioned some boards were replaced when needed, and they did a good job to replace
without having a noticeable change.

ITEM #2: Volunteer Recruitment Ads – Wallace
• Need to recruit for additional docents. May want to call them volunteers or host/hostess.
• May want to advertise in SLO Journal and SLO City News
o SLO Journal Plus– 1/8 page ad, full color $300, 1/6 page ad $450. They do not offer
a frequency discount.
o SLO City News – City rate: 3x3 square, full color $54, 3.75 x 8 is $108. A 3 paper
multiple buy is available for $86 for the 3x3. $344 for 4 times in 3 papers covering
SLO, 5 Cities, and Central Coastal region.
• Kincaid contacted RSVP program to include the Jack House on the list of possible volunteer
positions/opportunities.
• SLO Journal does go into every home in San Luis Obispo.
• Docents do make the volunteer information available for people that take house tours.
• Kincaid: Currently have 16 full time, 8 special events and 1 special notice docents available.
• Wallace would like to recommend advertising in the Journal at least once.
• Wallace asked if committee would like to see the ads before they are placed. No – the
committee will leave it for Wallace and Kincaid.
Batterson made a motion to approve the funds for paid advertising for volunteer recruitment.
ITEM #3: Bedside Lights - Kincaid
• In the master bedroom, the wall with the elevator is where the lights are mounted now,
but the wall to the back yard is where the lights were originally placed. There is a picture
showing the original placement of the furniture and bedside lights that are mounted on
the wall. Kincaid hopes the electrical work is still in the wall on the back wall.
• The place where the lights are now is not connected to electricity, but the holes that will
be left if the lights were moved can be covered by other pictures found around the house.
• Batterson/Mayeda – if the designer wants to stay true to the house, why aren’t the
medallions being used to cover the spot where the lights were moved from. The
medallions are original to the room, why not keep them there?
• Gordon – picture frames may be placed inside the medallions if needed.
• Batterson – can City staff be called to come in to do the electric work? If not can an
electrical contractor be called for a cost estimate? A vote from the committee is not
needed at this time. Batterson asked if there were any objections from the committee.
Would like to move forward with staff request for next steps.
ITEM #4: Family Picture Displays – Kincaid
• Kincaid found a lot of photos/albums of the Jack family. The docents would like
permission to use the photo, as photo copies, to place into Victorian-style frames. She
found very low cost frames to be used. Kincaid would like to start with 12 photos. She
projects the total cost to be approximately $150.
• Settle would like to place the name of each person in the photo on the back of each
frame.
• Mayeda – will the framed photographs need to be inventoried and added to the Jack
House master list? No – they are copies, so there is no need to include on inventory list.
• Batterson thought a photo in each room of the person that occupied that room would be a
nice touch and make for a better tour experience.

Batterson made a motion to approve $150 to cover the cost of the photo copies and frames. The
motion was passed unanimously.
Reports and Updates
Monthly Activities – Staff/Public Works
Christine Wallace reported on the following:
• Reviewed the new issue of Wedding magazine with the new Jack House advertising
included.
• Wallace will get the complete Jack House and Garden schedule and reservation calendar to
Kincaid.
Barbara Lynch, Deputy Public Works Director reported on the Jack House Garden Gazebo:
• The Jack House Gazebo will need to be removed at the end of the wedding season,
September/November 2010.
• Would like to work with City Maintenance Supervisor to replace the Gazebo with a new
wood material and possibly as a donation. Projected a $5000-$10,000 cost. May need to
include ramp in back for accessibility?
Gordon asked if anyone looked into companies that do “Wedding Equipment”? They offer beautiful
choices for gazebo designs.
Batterson – why wouldn’t we keep the same style gazebo? Would there be a need to change it?
The Gazebo has been there at least since 1977. After several requests the termite damage was never
addressed. As with other aspects of the house and garden, a duplication of a particular part of the
house would be requested. The Gazebo should have the same consideration as the Jack House. The
Gazebo is a beautiful part of the Jack House Gardens. Would the Jack House Committee have any
input on the consideration of the replacement of the Gazebo? The Historical Society would most
likely play a role in the replacement of the gazebo as well.
Lynch – the Jack House Committee would play a critical role in the decisions regarding selecting a
new style or replacing the Gazebo. The issue of accessibility will need to be addressed. What is
important, design wise, with the Gazebo replacement will be brought to the Jack House Committee.
Batterson – will the Ketzel donation allow for the cost of the gazebo? Is this considered part of
preservation?
Settle- If the gazebo was not a part of the original house would this count as preservation? Does not
feel the gazebo needs to be exactly the same as it is now. Wallace will check on this issue.
Wallace suggests putting this information on the agenda as soon as possible so a decision can be
made and an action plan scheduled so it is timed appropriately.
Settle – could staff put the information out to local service groups to see if there is an interest in
taking on the project or covering the costs?
Wallace – The Jack House fund is also available for consideration.
Mayeda – Need to find out how much the cost would be to rebuild in the same style.
Batterson –Jim Hoffman, from Rotary, may like to have a hand in this project.
Docent Activities
Kincaid reported on the following items:
• Docents rearranged the Kitchen items.
• There is a tour Saturday, March 20, 1:20 pm of The Heritage House.
• A tour of the lighthouse is scheduled for Saturday, April 3, 2010 for 14 people. That
is how many people the van can hold. Kincaid knows Gerry Johnson expressed
interest in going.

• The moth guard /preservation kit “Museum Monitoring Kit” was purchased and the
docents will begin using soon.
• It was suggested to visit the Price House and the Pauling House sometime in the
future.
• Marianne Hudson will be receiving a card from Kincaid and the docent group.
• Would like to find a picture of docents in front of Jack House to use for publicity
(free) for Mother’s Day celebration.
Member Comments
• Hatch – may have a person in mind for free promotion. He knows a person that does
a free online radio show. Will connect with Wallace when needed.
• Batterson –didn’t notice any sign indicating the Jack House was closed.
• Gordon – Will work with Kincaid to get the silk flower arrangements completed for
the Jack House decorations. He also wants to schedule time with Kincaid to review
Buggy Shed issues with Chuck Crotser.
Communications
• No communications at this time.
