SUBJECT:Impacts of March 19,2013 Council Hearing regarding South Broad Street Area
Plan
Mayor Marx requested that staff clarify the status of the draft South Broad Street Area Plan in
order that Council, Planning Commission, the Land Use and Circulation Elements (LUCE) Task
Force (TF-LUCE), and the general public may understand the outcome of the Council hearing on
March 19,2013. Staff listened to the recording of the proceedings from the Council hearing in
order to confirm what is summarized in this memo. At the hearing, the Council took no action to
advance the draft plan for further consideration in the LUCE update.
Staff iterated at the hearing that the plan is a public document and was available on the City's
website. However, in light of the hearing, Staff would not introduce the plan to the TF-LUCE or
integrate the draft plan into the traffrc and hscal analysis that is contemplated in the LUCE
update.
Furthermore, staff stated that based on the discussion, the TF-LUCE could choose to come up
with ideas for the area as they have been charged in other areas throughout the City. The TF-
LUCE may by virtue of the plan being publicly available, reference ideas or advance certain
proposals that were found or were similar in nature to those included in the South Broad Street
Corridor Plan, but the plan as a singular platform for advancing a comprehensive vision of the
area would not be studied or introduced to the TF-LUCE.
On April l7th, the TF-LUCE decided to include the South Broad Street area in their planning
efforts. Following this decision, Staff provided an overview of the March lgth meeting to the
TF-LUCE on April 30th. Following a discussion, the TF-LUCE selected boundaries within the
South Broad Street area for further consideration. The area excludes the McMillan properties
east of Broad Street and north of Orcutt Road. The TF-LUCE did not identifr any alternatives or
proposals to discuss with the community at the upcoming June I't workshop; rather they felt the
community should identiff ideas for further consideration.
