You simply need to look at the results of previously completed projects on Leroy Court and McCollum /Grand Avenue to see the disruptive conditions in the neighborhood. The resulting impacts from these previously approved projects should be factored into the evaluation of the 323/353 Grand Avenue project. Completed project evaluations should be a regular process for assessing previous analysis and approvals of projects. These evaluation can improve the performance of the Planning Commission approvals of projects in residential neighborhoods. This project does not adhere to the Community Design Guidelines when it comes to size, scale and mass of the proposed project. Again the project is not compatible with the existing established neighborhood. The City has Community Design Guidelines. Chapter 5 deals with Residential Project Design. More specifically this project is considered infill development as defined in section 5.2. This section states: The guidelines are intended to provide for infill projects of high architectural quality that are compatible with existing development. In 5.3 A General principles it states: Infill residential development should: Be Compatible in scale, siting, detailing and overall character with adjacent buildings and those in the immediate neighborhood. The neighborhoods surrounding the Cal Poly University area are in desperate need of more consideration of the impacts imposed by these types of very densely planned projects which promote more absentee owner rental units and resulting issues eroding neighborhood wellness.
