In early April, I sent the Council a suggestion regarding turf rebates as a proven method of reducing water use. Several of
you took a moment to respond, and I appreciate that.
The proposals I see coming from city staff, however, don't include even a mention of such a program for SLO. For dozens
of water districts around the state ( Including Paso Robles, Grover Beach, Arroyo Grande, and Atascadero), this seems to
be a slam -dunk, but SLO continues to resist it and there seems to be no logical reason why.
It's my understanding that these programs are funded by a state fund that has recently been boosted to $450 million,
meaning that the city would bear little or no cost. So: it's a program that works all over the state, it's at little cost to the
city (though even if it were locally funded it would seem to be a good investment), and our neighboring towns have
embraced it. Is SLO somehow unique? If not, how can Ms. Mattingly, Mr. Floyd, Ms. Elke, and Mr. Munds consider these
facts and not recommend it?
