1. It is my belief that the City of San Luis Obispo is negligent as it has failed to develop realistic water plans
and regulations focusing on the water shortage mandates established by the State of California.
2. The City Council of the City of San Luis Obispo has failed to request timely and detail water use from the
Public Utilities Manager.
3. The City Council, Planning Commission, and Mr. Ron Munds has gone on recored supporting an expansion
of housing and commercial developments without due consideration to the water needs of the community.
4. Facts and common observation shows a drastic deterioration of yards in expensive housing areas of the city
as lawns are being removed daily.
5. The mayor has made statements regarding tree care that demonstrate a total lack of understanding of the
water needs of the local trees. The assumption being made here is that she has limited understanding of the
water needs of the community in many areas.
6. I request that the City Council establish a future water plan supported by "accurate documentation"
that takes into consideration increase new building permits in segments of 100 new units.
7. I propose that an immediate building moratorium be established until the water reserve of the City of San Luis
Obispo is at 85% of the 2000 -2005 year consumption level and the increase needs for three years of any 100 unit
building permit authorization by the City of San Luis Obispo.
8. It be advised, that the City of San Luis Obispo shall, in a timely manner, notify developers of the development of a
revised City Water Plan and the impacts it may have on future developments within the city limits.
9. The City Council shall be advised that this issue does require an open review by concerned
residents of the City.
10. The City Council should provide the residents of the City a clear and detailed waste water reclamation report
which would include waste water utilization rates and waste water sale reports. This report should also indicate the
funding sources and waste water line growth and if possible specific plans for waste water expansion. Is there a
waste water fund, or line item, and is there a revenue line. Is there a waste water reserve fund?
11. This communication to the City Council represents a sign of dissatisfaction by the signee, but does not in
anyway reflect any hidden agenda regarding the efforts to continue with the development and improvement of the
city in the future. Simply, put this is not a no growth proposal, but rather a smart growth proposal.
