HomeMy WebLinkAbout01-27-2014 CHC MinutesSAN LUIS OBISPO CULTURAL HERITAGE COMMITTEE MINUTES January 27, 2014 ROLL CALL: Present: Committee Members Sandy Baer, Thom Brajkovich, Jaime Hill, Patti Taylor, Victoria Wood, Vice -Chair Hemalata Dandekar, and Chair Bob Pavlik Absent: Committee Members Jaime Hill and Sandy Baer Staff: Senior Planner Phil Dunsmore, Community Development Director Derek Johnson, and Recording Secretary Januar Saptono ACCEPTANCE OF THE AGENDA: The agenda was accepted as presented. MINUTES: Minutes of November 25, 2013, were approved as presented. PUBLIC COMMENTS ON NON - AGENDA ITEMS: There were no comments made from the public. PRESENTATIONS: 1. Measure Y Presentation Derek Johnson, Community Development Director, gave a presentation on Measure Y. Vice -Chair Dandekar asked how much of the 72% are from universities such as Cal Poly and Cuesta. Community Development Director Johnson stated that 56% is from visitors and 16% is from non - resident workers. Committee Member Brajkovich asked where 6.5 million came from before Measure Y. Community Development Director Johnson stated that the City has added new programs that the community wanted, and the City never fully funded the CIP and maintenance programs. Director Johnson added that, ultimately, it will be a City Council decision and the voters' choice. CHC Minutes January 27, 2014 Page 2 Vice -Chair Dandekar asked if the staff had any suggestions for areas of the program that should be prioritized by Measure Y or the general fund. Community Development Director Johnson stated, as the overall economy recovers, general background revenue increases and combine with Measure Y; it will create space for the City to think about other priorities. Director Johnson added that the Council should focus on historic tourism and economic development which is the drive for people to come to San Luis Obispo and historic preservation. Vice -Chair Dandekar asked if there were other processes outside Measure Y to secure funding for the initiative such as web -based information regarding historic information in the city. Senior Planner Phil Dunsmore commented that CHC should place these needs and desires into the CHC's official goals which will be forwarded to the City Council. Community Development Director Johnson agreed with the statement that was made by Senior Planner Phil Dunsmore. Chair Pavlik commented that we should try to integrate historic and cultural preservation throughout the city with capital improvement and open space; moreover, we should show the relevance between them. Vice -Chair Dandekar asked if it would be helpful if we created a small budget that was associated with this initiative. Community Development Director Johnson stated that creating a budget will be helpful and asked the Commissioners if there were any comments that the Committee would like to make in relation to Measure Y. Vice -Chair Dandekar stated that the Committee would like to see the Measure Y purview broaden in a way that would support the historic preservation in the city. PUBLIC COMMENTS: There were no comments made from the public. 2. Octagon Barn Presentation Lynne Landwehr and Penny Rappa, Land Conservancy representatives, made the Octagon Barn presentation. Committee Member Wood asked why aren't there more fundraiser opportunities conducted in the barn. Draft CHC Minutes 01/27/2014 Page 3 Penny Rappa stated that, because of the minor use permit that was granted by the county, we cannot have a big fundraiser or events at the barn. Vice -Chair Dandekar congratulated the presenters on putting the barn into national register. Vice -Chair Dandekar is also hoping to see the oral history about the barn be available for public in the form of a plaque or photograph and the possibility of the barn being turned into an agricultural museum. Penny Rappa stated that the Land Conservancy would use the cow barn as an agricultural museum and small conference room. Lynne Landwehr stated that we hope to link several historic properties such as The Creamery complex and Michael Righetti House with the barn using stories or bike trail. Committee Member Brajkovich shared a story related to the barn. PUBLIC COMMENTS: There were no comments made from the public. PUBLIC HEARING ITEMS: There are no Public Hearing items scheduled for this meeting. COMMENT AND DISCUSSION: 3. Staff a. Agenda Forecast: Senior Planner Dunsmore recommended the Committee revisit the street name ordinance for the next meeting. The Committee supported the staff recommendation. b. Staff shared about the upcoming training opportunity such as the Annual CA Preservation Foundation Conference April 22 -25, 2014. c. Staff shared the La Loma Adobe nomination for California register or National Register of Historic Places. Committee Member Taylor inquired about the process of consideration. Phil Dunsmore, stated that any individual can fill out a consideration form but it would be good if the CHC will also endorse it. Committee would like to make La Loma Adobe item an action for the February agenda. Committee would also like to have a site tour. 4.
