ITEM NO.: Regarding: Preliminary 2015 -17 Financial Plan I would like to restate for the Council the priorities for bicycle projects established by the BAC at its March 19, 2015, meeting. They were: 1) Railroad Safety Trail — Bridge over Railroad 2) Bob Jones Trail — Octagon Barn Connection 3) Sinsheimer Park Path -- Connection to Railroad Safety Trail 4) Prado Road Class 1 Bikeway, Broad to Sacramento 5) Bob Jones Trail — Prefumo Creek Connection 6) Railroad Safety Trail Class 1 Connection, Laurel to Sacramento Please note that this list does NOT include two projects added to the "Preliminary 2015 -17 Financial Plan." They are: 1) The proposed Broad Street Bicycle Boulevard and 2) Spending money previously budgeted for bicycle projects on the city's contribution to the Octagon Barn project. The City's 2013 Bicycle Transportation Plan includes the Broad Street Bicycle Boulevard but it was envisioned as a future project when the freeway entrance to Highway 101 is closed and replaced by a proposed bike /pedestrian bridge over that busy freeway. Until then it is hard to imagine how the city will be able to design a project that allows Broad Street to serve as both a freeway collector and a bike boulevard. However, the BAC strongly supports continued efforts to create a safe route for children biking to Pacheco and other schools in that part of town. I urge you to reconsider one of the BAC's recommendations that did not make it on the funding list: Prado Road Class 1 Bikeway, Broad to Sacramento. With Chevron's cleanup of the Tank Farm area estimating 10,500 round trips for trucks to transport the contaminated soil, Tank Farm Road will not be a good route for bicyclists in this part of town. A bike path along the Prado Road alignment -- even if the trail is only graded and not paved as part of a first phase -- would provide an excellent alternative. Thanks for your consideration.
