Subject: Neighborhood Wellness Other Important Objective Work Program
Dear Mayor and Council:
Since last week's Council meeting, there has been a considerable amount of input and questions
raised about the current policy framework to evaluate projects like 323/353 Grand Avenue. In
April, staff presented a work program that covered a range of action items to further implement
the City's effort to address Neighborhood Wellness. The Other Important Objective was framed
as follows:
Improve neighborhood wellness, work with residents, Cuesta, and Cal Poly;
increase public safety, code compliance, and collaborative solutions.
At tomorrow night's meeting, the Council can amend the Neighborhood Wellness work program
to add a work task so that City Staff implements one of the programs that was adopted as part of
the LUCE update which is noted below for reference:
2.13. Neighborhood Compatibility
The City will consider new regulations, for Low - Density and Medium - Density
Residential areas, to require special review for (1) incompatibly large houses, (2)
replacement or infill homes in existing neighborhoods, and (3) accessory buildings with
plumbing facilities allowing easy conversion to illegal second dwellings. The City will
periodically update Community Design Guidelines for larger homes, infill housing and
accessory single -story buildings.
This task was intended to be folded into the update of the City's Zoning Ordinance which will
kick off in Summer 2016 (Council will hold a study session and review the RFP prior to moving
forward). If there is interest in implementing 2.13 sooner, direction should be provided to Staff
at tomorrow night's meeting to implement this program prior to the scheduled update of the
City's Zoning Ordinance. Should this direction be provided, Staff would return with
recommended changes to the zoning ordinance, subdivision regulations or design guidelines as
needed to address neighborhood compatibility. This effort would likely take 6 -9 months to
complete. Resources in the proposed 2015 -2017 budget are sufficient to add this task.
