SUBJECT: Item B1, Preliminary 2015 -17 Financial Plan
Dear Mayor Marx and Members of the Council,
During the June 2, 2015, appeal of the project proposed for 323/353 Grand Avenue it was apparent that
there is a wide range of ideas and beliefs concerning what is and what is not a compatible project, if that
differs from neighborhood to neighborhood, and what constitutes a neighborhood. Answers to these
questions could have precluded the extended process experienced by the applicant and many hours of
research performed by the appellants.
Residents for Quality Neighborhoods supports staff's willingness to address neighborhood compatibility
by adding a work task specifically for that purpose. Inclusion of this work task now would enable a more
timely review of the concept of compatibility for property developers as well as for advisory bodies and
adjacent residents. Further delay will only exacerbate the confusion that currently exists.
We strongly recommend Council amend the Neighborhood Wellness work program to add a neighbor-
hood compatibility work task and that said work task be implemented prior to the update of the City's
Zoning Regulations.
