SUBJECT: AFFORDABLE HOUSING FUND LOANS FOR 1379 SYDNEY
($95,814), 860 HUMBERT ($352,029) AND 3680 BROAD ($920,000).
RECOMMENDATION
Adopt a resolution approving Affordable Housing Fund loans in the amounts of: $95,814 for
rehabilitation of transitional housing located at 1379 Sydney; $352,029 for acquisition of
property for an affordable housing project at 860 Humbert; and $920,000 to assist with
construction costs for a 46 unit affordable housing project at 3680 Broad.
DISCUSSION
The Affordable Housing Fund (AHF) has been collected from commercial and residential
developers to meet the City’s Inclusionary Housing Ordinance “in-lieu” of those developers
providing actual housing units. State planning and zoning law requires the fund to be used only
for the purpose that it was established – to support affordable housing in the City of San Luis
Obispo. These funds are awarded at the City Council’s sole discretion, based on previously
adopted criteria (Attachment 1, Council Resolution No. 9263). Requests for AHF support are
evaluated by staff and forwarded to the City Council for consideration. Each project requesting
funds is described below and evaluated for how it meets these criteria.
Overview of Requests
1. HASLO (1379 Sydney)
The Housing Authority of San Luis Obispo (HASLO) is requesting $95,814 to rehabilitate
transitional housing located at 1379 Sydney (Attachment 2). HASLO currently owns and
operates the property in collaboration with Transitions Mental Health Association (TMHA). The
property consists of a five-bedroom house and is located in the Low-Density Residential (R-1)
zone. The home is used for transitional housing for five formerly homeless individuals. The
home was constructed in 1948 as is now in need of significant repairs and improvements. The
property requires rehabilitation in order to continue to provide much needed transitional housing
in the community.
2. HASLO (860 Humbert, “860 On the Wye”)
HASLO has requested $352,029 to acquire property for the construction of a 20-unit apartment
project located at 860 Humbert Street (Attachment 3). The project is 100% affordable to very-
low and low income households and will include nine studios, ten one-bedroom units and one
two-bedroom unit. Ten of the units will be prioritized for veterans that are homeless or at risk of
being homeless. A community room and garden are also included in the project for residents.
HASLO will be applying to the California Tax Credit Allocation Committee (TCAC) for 9% tax

credits on July 1, 2015, and an AHF award will assist the application be competitive on a
regional basis.
3. HASLO/For the Future Housing, Inc. (3680 Broad, “Iron Works”)
HASLO and For the Future Housing, Inc. (FTF) are requesting $920,000 to assist with
construction costs to develop a 46 unit affordable housing project located at 3680 Broad
(Attachment 4). The project is 100% affordable to extremely-low, very-low and low income
households and will include 12 one-bedroom units, 19 two-bedroom units and 15 three-bedroom
units. The units range in size from 557 – 1,030 square feet. A community room and technology
center for residents is also included in the project. HASLO and FTF will be applying to TCAC
for 9% tax credits on July 1, 2015, and an AHF award will assist the application be competitive
on a regional basis.
Award Criteria
In making its recommendations to the City Council for how AHF funds should be allocated, staff
considers Council adopted criteria including eligibility, need, suitability, timing, financial
effectiveness and readiness (Attachment 1, Council Resolution No. 9263). The following is an
analysis of the requests relative to the criteria.
Eligibility: Use of the AHF for the requested purpose will increase or improve the City’s
affordable housing inventory and promote General Plan policies regarding housing, as follows:
Sydney: The project will rehabilitate and preserve transitional housing that is affordable to
very-low income households earning 30% to 50% of the Area Median Income within the
City, currently occupied by five previously homeless individuals. The proposed award is
consistent with General Plan Housing Element Policies 3.1, 3.7, 8.1, 8.12 and Programs 1.4,
3.13, 8.13.
860 On the Wye: This project will increase the supply of affordable rental housing for very-
low and low income households with the construction of 20 new apartments, 10 of which
will be prioritized for veterans that are homeless or at risk of being homeless. The proposed
award is consistent with General Plan Housing Element Policies 2.4, 4.3, 6.10, 8.1, 8.12 and
Programs 2.11, 6.19, 6.20, 8.13.
Iron Works: The project will increase the supply of affordable rental housing for extremely-
low, very-low and low income households with the construction of 46 new apartments. The
proposed award is consistent with General Plan Housing Element Policies 2.4, 4.3, 6.10, and
Programs 2.11, 6.15, 6.19, 6.20.
Need: There exists a substantial or overarching need for the type of unit to be assisted, as
follows:
Sydney: The Housing Element includes policies and programs to encourage the maintenance
and rehabilitation of existing affordable housing in the City. The project will help the City
meet its quantified objectives for rehabilitation projects for very-low income households.
860 On the Wye: The project will assist the City meet its quantified objectives for new
affordable housing units for very-low and low income households. In addition, the project
implements key Housing Element policies and programs aimed to increase the production of
higher density infill affordable housing targeted towards those with special needs.

Iron Works: The project will assist the City meet its quantified objectives for new
affordable housing units for extremely-low, very-low and low income households. In
addition, the project implements key Housing Element policies and programs aimed to
increase the production of higher density infill affordable housing.
Suitability: The project to be assisted is appropriate for its location both in terms of land use
and design, as follows:
Sydney: Transitional housing is an allowed use in the R-1 zone. This dwelling, located in a
residential neighborhood, has been used as transitional housing for over 20 years, managed
by HASLO and TMHA.
860 On the Wye: The project has received all discretionary approvals, including an
Administrative Use Permit, Architectural Review and Affordable Housing Incentives, which
found that the proposed land use and design are consistent with the development pattern of
the neighborhood, and, it will not harm the general health, safety or welfare of those living or
working on the site or in the vicinity.
Iron Works: The project has received all discretionary approvals, including a Minor
Subdivision, Architectural Review, Planning Commission Use Permit and Affordable
Housing Incentives, which found that the proposed land use and design are consistent with
the development pattern of the neighborhood, and, it will not harm the general health, safety
or welfare of those living or working on the site or in the vicinity.
Timing: The project would better serve the City’s needs if it were built immediately as opposed
to later, as follows:
Sydney: The timing of the award is critical because the home is in need of repairs in order to
continue to provide transitional housing in the community. Housing rehabilitation projects
keep the City’s affordable housing stock in sound, safe condition and avoid the risk of losing
affordable housing to disrepair. In addition, HASLO and TMHA have identified short-term
temporary accommodations for residents as needed during repair work.
860 On the Wye: The timing of the award is critical because HASLO is proposing to apply
on July 1, 2015, to TCAC for 9% tax credits to help fund the project, which requires a letter
of commitment for funding.

Financial Effectiveness: But for the requested assistance, the project would not be
economically feasible; or AHF funding “leverages” significant additional funding from other
sources, as follows:
Sydney: Financing for rehabilitation projects is extremely limited and the project will not be
financially feasible in the near term without AHF support. It should be noted that all funds
for the original acquisition and ongoing operations have been provided by HASLO and
TMHA without City subsidies.
860 On the Wye: The financial effectiveness of the award is substantial because it will
leverage an estimated $4.0 million in other federal, state and private funding sources.
Without an AHF award the project will likely be unsuccessful in receiving an award from
TCAC, which is a key piece to the project’s financing package.

Iron Works: The financial effectiveness of the award is substantial because it will leverage
an estimated $12 million in other federal, state and private funding sources. Without an AHF
award the project will likely be unsuccessful in receiving an award from TCAC, which is a
key piece to the project’s financing package.
Readiness: The project has all necessary City approvals and is ready to proceed, as follows:
Sydney: The rehabilitation project does not require discretionary approvals and is ready to
proceed pending necessary building permits.
860 On the Wye: The project has received all discretionary approvals and is ready to
proceed pending an award from TCAC and necessary building permits.
Iron Works: The project has received all discretionary approvals and is ready to proceed

Summary: All three projects meet the award criteria previously adopted by Council and are
eligible for funding consideration.
STATUS OF THE AHF
A status report on the AHF is attached (Attachment 5). The report indicates that if the proposed
allocations are approved by the City Council, the fund will retain $764,239 to allocate to future
affordable housing projects.
Staff is recommending funding for the current requests listed in the table below. The attached
resolution (Attachment 6) recommends funding for a total of $1,367,843. The proposed funding
amounts to approximately 64% of the funds currently available to be allocated to new projects.
Based on approximately four years of building permit activity, this amount of funding will be
restored to the AHF by spring 2019.
ENVIRONMENTAL REVIEW
Sydney: The project is exempt from environmental review per Section 15301, Existing
Facilities, of the CEQA Guidelines since the project includes rehabilitation of an existing single-
family residence involving no expansion of use.
860 On the Wye: On March 17, 2009, the City Council adopted a Mitigated Negative
Declaration ER 123-08 for the project. On February 2, 2015, the Architectural Review
Commission adopted an addendum to ER 123-08 since the proposed project was generally
consistent with the originally approved project and no additional mitigation measures were
deemed necessary.
Iron Works: On April, 8, 2015, the Planning Commission determined the project is exempt
from environmental review per Section 15332, Class 32, In-Fill Development Projects, of the

CEQA Guidelines since the project is consistent with applicable zoning regulations and General
Plan policies, is located within City limits on a site consisting of less than five acres substantially
surrounded by urban uses, has no value as habitat for endangered, rare or threatened species,
would not result in significant effects relating to traffic, noise, air quality, or water quality, and
the site can be adequately served by all required utilities and public services.
FISCAL IMPACTS
The recommended allocations would be in the form of loans paid out of the AHF, which consists
of in-lieu fees collected under the City’s Inclusionary Housing Ordinance. The AHF may only be
used for projects or purposes that create or support affordable housing within the City. The
project will have no impact on the General Fund. AHF loans typically have a 20-30 year term
with a rate of 3-4% simple interest. The details of each loan will be finalized prior to release of
funds and structured specific to each project’s financing package. Based on prior expenditures
and pending commitments, there will be a balance of $764,239 remaining in the AHF after these
awards.
ALTERNATIVES
1. Do not authorize AHF awards for the proposed projects. This action is not recommended
because the projects appear to meet the criteria for AHF assistance and are consistent
with the Housing Element of the General Plan.
2. Approve AHF awards for different amounts. The City Council can approve awards for a
different amount other than the recommendation. This is not recommended as each
project has carefully considered its need for assistance and the amounts requested reflect
what is needed for successful financing of the individual projects.
3. Continue consideration of the proposed awards. The City Council can direct staff to
return with additional information regarding the funding requests so that a final decision
on the award amounts can be made. Staff does not recommend this action because
applications to TCAC must be received by July 1, 2015, and must include a letter of
commitment for funding.

SUBJECT: Request for Affordable Housing Funds -Housing Rehabilitation
Dear Mr. Corey:
HASLO would like to request funding from the City's affordable housing fund for the rehabilitation of
housing that we own and operate at 1379 Sydney Street, San Luis Obispo. The housing consists of a
large single family home that currently HASLO owns and operates in collaboration with Transitions
Mental Health Association. The location provides housing for 5 formerly homeless individuals through a
shared housing arrangement. Residents receive case management and related services through TMHA.
This collaboration has operated very successfully at this location for the past 20 years.
The problem is that the home was constructed in 1948 and in need of significant capital improvements.
When the home was originally purchased HASLO provided all of the funds for the property acquisition.
However, no funds were available for renovation at that time. Today the home is over 66 years old and
requires rehabilitation assistance if the housing and the successful programming is to continue. This
housing provides a wonderful service to the community, and we strongly encourage you to schedule a
visit, meet some of the residents, and see first-hand what a needed service it provides.
Eligibility
Use of the City's Affordable Housing Fund will preserve and improve the City's affordable housing
inventory, and promote General Plan policies regarding housing.
This location provides housing to very low-income special needs clients in the City. The property was
acquired and has operated for the past 18 years with no financial assistance from the City. However,
due to the age, deteriorating condition, and the very low rent structure of the residents, it is now in
need of City affordable housing funds for capital improvements/rehabilitation.
An inspection report is attached to this funding request. HASLO has identified $95,850 in near-term
repairs that must be made to the dwelling. These repairs are highlighted on the inspection report.
These consist of roof tear off and replacement, wood subfloor repair and/or replacement, windows,
paint, electrical, plumbing, kitchen repairs, fumigation and termite repair. This budget includes a 10%
contingency, which we believe is prudent given we are rehabilitating an older home. Although the
inspection report identifies additional items beyond the amount requested, those items are not critical.

In consideration of the City's scarce affordable housing funds HASLO would propose to defer those items
and will seek a way to implement those gradually over time through increased rents and other donation
requests.
Suitability
The request is consistent with the housing rehabilitation goals of the City. Additionally, the housing
meets one of the top City goals of providing permanent affordable rental housing.
Timing
The rehabilitation project is "ready to go" as soon as affordable housing funds are available. HASLO and
TMHA have identified short-term temporary accommodations for residents as needed during the
rehabilitation.
Financial Effectiveness
The capital improvements will result in preservation of this housing for the next 30 years. All funds for
the original acquisition and ongoing operations have been provided by HASLO and TMHA, without any
previous requests for assistance from the City.
Readiness
The rehabilitation project is ready to go, pending submittal of any building permit applications that
might be necessary for roof tear off, subfloor replacement, window replacement, plumbing or electrical
work.

General Comments
This is a 'Wood Destroying Pests and Organisms Report". This is not a "Pest Control Report" that includes such common non-wood
destroying pests such as ants, earwigs, cockroaches, silverfish, fleas, rodent, bats, etc. If you would like this property inspected for
non-destroying pests, Brezden Pest Control Inc. will perform the inspection at your request at an additional charge. "This Wood
Destroying Pests and Organisms Report does not include mold or any mold like condition. No reference will be made to mold or mold
like condition. Mold is not a Wood Destroying Organism and is outside the scope of this report as defined by the Structural Pest Control
Act. If you wish your property to be inspected for mold or mold like conditions, please contact the appropriate mold professional."
A Wood Destroying Pests and Organisms Report contains findings as to the absence or presence of evidence of wood destroying pests
and organisms in the visible and accessible areas and contains recommendations for correcting any infestations or infections found.
The Structural Pest Control Act, Rules and Regulations govern the contents of a Wood Destroying Pest & Organism Inspection Reports.
Some structures do not comply with the building code requirements or may have structural, plumbing, electrical, heating, air conditioning
or other defects that do not pertain to wood destroying organisms. This Report will not contain information on such defects, if any, as
they are not within the scope of the licenses of either the inspector or Brezden Pest Control Inc. Recommendations in this report are
designed to eliminate damage as a result of wood destroying pests, organisms and adverse conditions that lead to same. This
inspection report is not designed to bring structure(s) into existing local code compliance. The Structural Pest Control Act requires
inspection of these areas that are visible and accessible at the time of inspection. Some areas of the structure are not accessible to
inspection, such as interior of hollow walls, spaces between floors, areas concealed by carpeting, and/or other types of floor coverings,
insulation, built-in appliances, or cabinet work. Infestations, infections and conditions that may lead to same, may be active in these
areas without visible and accessible evidence. Areas not inspected are noted in the report. If you desire information about the areas that
were not inspected, a further inspection will be performed upon request and at an additional cost. We cannot guarantee work done by
the owner, his agent or other trades. We make no guarantee against future infestations, infections, adverse conditions or conditions
present but not evident at the time of our inspection.
After four months from an original inspection, all inspections shall be original inspections and not reinspections. (8516, 13). "This
company will reinspect repairs done by others within four months of the Original inspection. A charge, if any, can be no greater than the
Original inspection fee for each reinspection. The reinspection must be done within ten (10) working days of request. The reinspection is
a visual inspection and if inspection of concealed areas is desired, inspection of work in progress will be necessary. Any guarantee must

Evidence of Subterranean Tenmite infestation found at the subfioor. This indicates a
Subterranean infestation in the adjacent soil below.
Chemically treat subarea soil for the control of Subterranean Tenmite. Drill and treat the
earth fill porch. Material to be applied: ALTRISET (Chlorantaniliprole). In addition, an
application will be made to the soil adjacent to the exterior wall around the complete
perimeter of the structure. Holes may be drilled through concrete, paving, or masonry
adjacent to the foundation in areas such as, but not limited to; patios, sidewalks, porches
and driveways, to allow for chemical treatment of soil below. We will exercise reasonable
caution when drilling but assume no liability for damage to hidden plumbing, electrical, or
other utility below these areas. The location of such utilities should be identified prior to our
arrival. Regardless of locations of Subterranean Termite infestation found, control of the
entire structure is guaranteed. Control is guaranteed by 8rezden Pest Control Pest Control
for a period of 10 years from the date of treatment.
Earth wood contacts, Fungus damage and infection and Subterranean Tenmite damage
was noted at the subflooring. The extent of the damage, infection and infestation could not
be detenmined at the time of this inspection

Disclaimer
Termidor has been used in California for both Subterranean and Drywood Termites over 10 years and has a proven record
as a reliable low-risk termiticide. Termidor is not systemic and does not affect plant life around your home. The active
ingredient "Fipronil" is found in Frontline and Fiproguard pet products for flea control. Termidor is a non-repellent
termiticide (no odor, fumes, color or taste) and has a transfer effect between termites through grooming and feeding
(trophallaxis). Termidor is also used against carpenter ants and other small insects around structures.
Altriset is the latest generation of termiticide using anthranilic diamides (from the Ryania genius tree) with the lowest
toxicity level of all termiticides. Altriset's active ingredient "Chlorantaniliprole" is reported as having no effect on mammals
(humans, pets, cattle, etc.) or bees and is not systemic with plants. Altriset is approved for Subterranean Termite
treatments only at this time. Research is underway for Drywood Termites. Altriset is a non-repellent termiticide (no odor,
fumes, color or taste) and has a transfer effect between termites through grooming and feeding (trophallaxis).
PROTECTION: Altriset and Termidor are both rapid acting and stop Subterranean Termite preventing further infestation
and swarms inside structures. Depending on the size of the colony, Termidor and Altriset can eradicate an entire
subterranean colony within days or weeks. Termidor and Altriset remains effective for years and provide a long lasting
protection against subterranean termite infestation without any short or long-term impact on adjacent plants, nearby
landscaping or the environment. That's why Brezden Pest Control will continue to provide a warranty against re-infestation
of subterranean termites with complete perimeter treatments.
Our firm has been informed by www.Zillow.com that the structure(s) inspected, the subject(s) of this report, was/were
constructed in 1948. If this is incorrect please notify us immediately. It is very important that we have accurate information
on the date of construction to properly evaluate the needed repair procedures.
Pre 1978 buildings. Homes and other buildings constructed prior to 1978 are presumed to have lead paint that may cause
serious health issues if disturbed during repairs. Special procedures are required by the US EPA in repairing painted areas
where more than 6 square feet in the interior or 20 square feet on the exterior are disturbed. Local and state requirements
may be more restrictive. Those doing the repairs are required by the EPA to be licensed Lead Renovators and must follow
strict testing, containment, repair, clean up and debris disposal practices. The penalties for violations of the EPA
regulations are severe. You will be provided with the EPA pamphlet entitled "Renovate Right -Important Lead Hazard
Information for Families ... " prior to the start of repairs. You will be notified of the additional costs of compliance. If you

REPAIR POLICY: Prices for structural repair include replacement of damaged wood members visible at the time of this
inspection. Structural improvements required to upgrade construction to current building code or corrections of hidden
conditions exposed during repairs will be completed at additional expense. This company assumes no liability for improper
or noncompliant structure(s) on which we complete repairs. Parties in interest should contact the city/county building
department and/or qualified home inspector concerning the structure compliance with building code. The property owner is
responsible to obtain and pay for all costs associated with building permits and engineering fees needed. During the
removal of damaged, infested, infected material(s) or scraping of wood members to remove Surface Fungus, areas will be

In response to your request, our fixed price quotation for the above referenced work is $4,532.00 to cover the
electrical work including, material, tax and labor during straight time hours Monday through Friday for a
complete installation as outlined below:
Provide electrical permit.
Coordinate PG&E disconnect.
Disconnect and label existing branch circuits
Demo existing meter, riser and weather head.
Demo the existing surface mounted conduit feed and motion sensor light fixture.
Install new 200-amp 120/240 volt 20/40 circuit surface mounted overhead service, with new riser and
conductors.
Disconnect and remove old circuit breakers and bussing to convert existing kitchen load center to a junction
box, fabricate and install a cover.
Install new circuit breakers to feed the existing branch circuits and provide two new circuits for the
refrigerators, to total eight 20 amp single pole, four 15 amp single pole and one 50 amp two pole.
Intercept the existing conduits and extend to the new service, including the shed, range and attic feeds.
Extend all branch circuits to new service.
Ground service.
Coordinate City inspection and PG&E reconnect.
Extend conduit, fittings, supports and wire from the panel up approx. 3 feet, furnish and install a new LED
motion sensor light fixture.
Extend two new circuits from the panel through surface mounted conduit to under the house and across to
the refrigerator locations, install two duplex receptacles each on its own circuit to provide dedicated power
to the refrigerators.
Remove two existing duplex receptacles in the bathroom and install GFI protected device.
Confirm power to all circuits.
In accordance with the California Code of Regulations Title 8, Chapter 2, Subchapter IV our electricians have
been tested and are certified Journeyman General Electricians.

Repair of existing exterior of single family home and conversion of exisitng siding area
to stucco to match balance of house.

Subject: Request for Affordable Housing Funds -FTF & HASLO New Apartments: "Iron Works"
Dear Mr. Corey:
The Housing Authority of the City of San Luis Obispo (HASLO) and its development partner, For the Future
Housing, Inc. (FTF), would like to request funding from the City's Affordable Housing Fund to assist with the
construction of 46 new affordable housing apartments in the City of San Luis Obispo. The project will be
located at 3680 Broad St. and will be named "Iron Works". The name is intended to pay homage to the
historical industrial and commercial use of the surrounding area that is transitioning to include mixed use and
residential projects.
The total project request from the City's Affordable Housing Fund is $920,000 . The City's Affordable Housing
Funds will assist the project compete for 9% federal low income housing tax credits. City funding will leverage
over $12 million in other financing sources.
Eligibility
Iron Works meets the eligibility criteria for the City's Affordable Housing Fund because it will increase the
supply of affordable rental housing by constructing 46 new affordable units at 3680 Broad St. The rental limits
will range from 30-60% of area median income for San Luis Obispo County which supports an income bracket
where there are very limited housing options; especially in the City limits. These apartments will be restricted
for a minimum of 55 years due to the low income housing tax credit component of the project. FTF and
HASLO will own and operate the housing and ensure long-term compliance with all regulatory agreements as
well as financial and physical sustainability of the property.
Need
Affordable housing is a critical need in the City of San Luis Obispo as well as countywide. San Luis Obispo
County, including its Cities, had the lowest rental housing vacancy rate in the State of California last quarter,
1.7%, according to the State Department of Finance. The City recognizes the need for affordable housing
through several actions and policy documents: On April 21, 2015, the City adopted "Housing" as one of its
highest priority goals under its 2015-17 Financial Plan Major City Goals, including facilitating workforce,
affordable, supportive and transitional housing. Additionally, the City's Housing Element contains numerous
goals, objectives and programs in support of this project. This particular site is listed in the Housing Element
as an opportunity site for affordable housing.

Suitability
Iron Works is appropriate for its location, both in terms of land use and design, and the particular site is
identified as an affordable housing opportunity site in the City's adopted Housing Element. The City's Planning
Commission unanimously approved the project on April 8th. The project received Architectural Review
Commission approval on May 4th.
Timing
Iron Works received unanimous Planning Commission approval on April 8th and Architectural Review
Commission (ARC) approval on May 4th. The project will apply on July 15
\ 2015, for 9% low income tax credits
in the second round application period. Provided a successful 9% tax credit award is received in this July
round, project construction would begin by February 2016 or sooner. The project has already received an
award of 20 Project Based Rental Vouchers (PBV's) from HASLO.
Financial Effectiveness
The Affordable Housing Funds will leverage an estimated $12+ million in other federal, state, and private
financing. The apartments will remain affordable for 55 years pursuant to a LIHTC regulatory agreement.
However, due to HASLO's involvement as the City's Housing Authority, the units will remain permanently
affordable. This project is not financially feasible without the Affordable Housing Funds, nor would it compete
successfully for the low income housing tax credit funds (LIHTC). The project has already received 20 PBV's
from the HASLO and $460,000 from the Housing Trust of San Luis Obispo County.
Readiness
Iron Works has obtained all the necessary City approvals, excepting an actual building permit. Upon award of
the Low Income Housing Tax Credits (application due July 1st), the project will start construction by February
2016. Construction is estimated to take 12 months with occupancy starting in February 2017.

RESOLUTION NO. XXXX-15
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SAN LUIS OBISPO APPROVING AFFORDABLE
HOUSING FUND LOANS FOR HASLO (1379 SYDNEY), HASLO (860
HUMBERT) AND HASLO/FOR THE FUTURE HOUSING (3680 BROAD)
WHEREAS, the City Council of the City of San Luis Obispo met in the Council
Chamber of City Hall, 990 Palm Street, San Luis Obispo, California, on June 16, 2015, for the
purpose of considering multiple requests for Affordable Housing Fund (AHF) assistance; and
WHEREAS, the proposed projects by HASLO and For the Future Housing, Inc, meet
eligibility criteria established by the City Council; and
WHEREAS, Housing Element policies and programs encourage and support the
maintenance and rehabilitation of existing affordable housing as well as the construction of new
infill affordable housing in the City; and
WHEREAS, the City Council has duly considered all evidence, including the testimony
of the applicant, interested parties, and the evaluation and recommendations by staff presented at
said meeting.
BE IT RESOLVED, by the City Council of the City of San Luis Obispo as follows:
Section 1. Environmental Determination.
Sydney: The project is exempt from environmental review per Section 15301, Existing
Facilities, of the CEQA Guidelines since the project includes rehabilitation of an existing
single-family residence involving no expansion of use.
860 On the Wye: On March 17, 2009, the City Council adopted a Mitigated Negative
Declaration ER 123-08 for the project. On February 2, 2015, the Architectural Review
Commission adopted an addendum to ER 123-08 since the proposed project was generally
consistent with the originally approved project and no additional mitigation measures were
deemed necessary.
Iron Works: On April, 8, 2015, the Planning Commission determined the project is exempt
from environmental review per Section 15332, Class 32, In-Fill Development Projects, of the
CEQA Guidelines since the project is consistent with applicable zoning regulations and
General Plan policies, is located within City limits on a site consisting of less than five acres
substantially surrounded by urban uses, has no value as habitat for endangered, rare or
threatened species, would not result in significant effects relating to traffic, noise, air quality,
or water quality, and the site can be adequately served by all required utilities and public
services.

Section 2. Findings. The City Council does hereby make the following findings in
support of the proposed AHF awards:
a. Eligibility: Use of the AHF for the requested purpose will increase or improve the City’s
affordable housing inventory and promote General Plan policies regarding housing, as
follows:
Sydney: The project will rehabilitate and preserve transitional housing that is affordable to
very-low income households earning 30% to 50% of the Area Median Income within the
City, currently occupied by five previously homeless individuals. The proposed award is
consistent with General Plan Housing Element Policies 3.1, 3.7, 8.1, 8.12 and Programs 1.4,
3.13, 8.13.
860 On the Wye: This project will increase the supply of affordable rental housing for very-
low and low income households with the construction of 20 new apartments, 10 of which
will be prioritized for veterans that are homeless or at risk of being homeless. The proposed
award is consistent with General Plan Housing Element Policies 2.4, 4.3, 6.10, 8.1, 8.12 and
Programs 2.11, 6.19, 6.20, 8.13.
Iron Works: The project will increase the supply of affordable rental housing for extremely-
low, very-low and low income households with the construction of 46 new apartments. The
proposed award is consistent with General Plan Housing Element Policies 2.4, 4.3, 6.10, and
Programs 2.11, 6.15, 6.19, 6.20.
b. Need: There exists a substantial or overarching need for the type of unit to be assisted, as
follows:
Sydney: The Housing Element includes policies and programs to encourage the maintenance
and rehabilitation of existing affordable housing in the City. The project will help the City
meet its quantified objectives for rehabilitation projects for very-low income households.
860 On the Wye: The project will assist the City meet its quantified objectives for new
affordable housing units for very-low and low income households. In addition, the project
implements key Housing Element policies and programs aimed to increase the production of
higher density infill affordable housing targeted towards those with special needs.
Iron Works: The project will assist the City meet its quantified objectives for new
affordable housing units for extremely-low, very-low and low income households. In
addition, the project implements key Housing Element policies and programs aimed to
increase the production of higher density infill affordable housing.
c. Suitability: The project to be assisted is appropriate for its location both in terms of land use
and design, as follows:
Sydney: Transitional housing is an allowed use in the R-1 zone. This dwelling, located in a
residential neighborhood, has been used as transitional housing for over 20 years, managed
by HASLO and TMHA.
860 On the Wye: The project has received all discretionary approvals, including an
Administrative Use Permit, Architectural Review and Affordable Housing Incentives, which
found that the proposed land use and design are consistent with the development pattern of
the neighborhood, and, it will not harm the general health, safety or welfare of those living or
working on the site or in the vicinity.

Iron Works: The project has received all discretionary approvals, including a Minor
Subdivision, Architectural Review, Planning Commission Use Permit and Affordable
Housing Incentives, which found that the proposed land use and design are consistent with
the development pattern of the neighborhood, and, it will not harm the general health, safety
or welfare of those living or working on the site or in the vicinity.
d. Timing: The project would better serve the City’s needs if it were built immediately as
opposed to later, as follows:
Sydney: The timing of the award is critical because the home is in need of repairs in order to
continue to provide transitional housing in the community. Housing rehabilitation projects
keep the City’s affordable housing stock in sound, safe condition and avoid the risk of losing
affordable housing to disrepair. In addition, HASLO and TMHA have identified short-term
temporary accommodations for residents as needed during repair work.
860 On the Wye: The timing of the award is critical because HASLO is proposing to apply
on July 1, 2015, to TCAC for 9% tax credits to help fund the project, which requires a letter
of commitment for funding.

e. Financial Effectiveness: But for the requested funding, the project would not be
economically feasible; or AHF funding “leverages” significant additional funding from other
sources, as follows:
Sydney: Financing for rehabilitation projects is extremely limited and the project will not be
financially feasible in the near term without AHF support. It should be noted that all funds
for the original acquisition and ongoing operations have been provided by HASLO and
TMHA without City subsidies.
860 On the Wye: The financial effectiveness of the award is substantial because it will
leverage an estimated $4 million in other federal, state and private funding sources. Without
an AHF award the project will likely be unsuccessful in receiving an award from TCAC,
which is a key piece to the project’s financing package.
Iron Works: The financial effectiveness of the award is substantial because it will leverage
an estimated $12 million in other federal, state and private funding sources. Without an AHF

f. Readiness: The project has all necessary City approvals and is ready to proceed, as follows:
Sydney: The rehabilitation project does not require discretionary approvals and is ready to
proceed pending necessary building permits.

proceed pending an award from TCAC and necessary building permits.

Section 3. AHF Award, HASLO (1379 Sydney). The City Council does hereby

approve an AHF loan in an amount not to exceed $95,814, subject to the following condition of
approval:
a. Prior to release of any portion of the AHF award, the applicant shall enter into an
affordability agreement with the City to provide affordable rental housing located at 1379
Sydney for a term of 55 years, which will be recorded against the title of the property.
Section 4. AHF Award, HASLO (860 On the Wye). The City Council does hereby
approve an AHF loan in an amount not to exceed $352,029, subject to the following condition of
approval:
a. Prior to release of any portion of the AHF award, the applicant shall enter into an
affordability agreement with the City for 20 for-rent affordable housing units located at 860
Humbert for a term of 55 years, which will be recorded against the title of the property.
Section 5. AHF Award, HASLO/For the Future Housing, Inc. (Iron Works). The City
Council does hereby approve an AHF loan in an amount not to exceed $920,000, subject to the
following condition of approval:
a. Prior to release of any portion of the AHF award, the applicant shall enter into an
affordability agreement with the City for 46 for-rent affordable housing units located at 3680
Broad for a term of 55 years, which will be recorded against the title of the property.
